Multiple Award Construction Contract (MACC)
This requirement is for the Offutt AFB, NE MACC Indefinite Delivery /Indefinite Quantity (IDIQ).
This requirement will be used to satisfy a diverse group of construction and design-build projects.
This is a small business and other socio-economic Set-Aside.
The Government intends to award at least eight (8) offerors who give the Air Force the greatest confidence that it will best meet, or exceed, the requirements of the solicitation. The Government reserves the right to award more or less than eight (8) offerors.
The contract will fall under the NAICS Code 236220 with a size standard of $45,000,000.00.
Seed Project 1: Repair Water Main F627. Disclosure of Magnitude is FAR 36.204(d): between $250,000 and $500,000.
Seed Project 2: Repair HVAC B1226. Disclosure of Magnitude is FAR 36.204(e): between $500,000 and $1,000,000.

Site visit date: 06 March 2025 at 1330 (CST) (1:30 pm)
If you currently do not have access to Offutt AFB: Please fill out the "55 SFS Contractor / Vendor NCIC Screening & Pass Request" no later than Wednesday, 26 February 2025 1600 Local (6:00pm) (Central Time) and return it to michael.madison.2@us.af.mil and cassandra.janousek@us.af.mil.
IMPORTANT NOTES: If picking up a base pass, it is highly recommend picking it up in the morning to avoid delays in obtaining it. Additionally, when going through the gate, allow for an additional 20 minutes to get on due to lunch traffic.
QUESTIONS/ANSWERS: All questions will be submitted in writing to the contract administrator and contracting officer at the following emails: michael.madison.2@us.af.mil and cassandra.janousek@us.af.mil Due date for the question is Thursday, 13 March at 1630 central time (4:30 pm). Responses to these questions will be posted to this posting on sam.gov within five (5) to seven (7) business days following the due date of the questions.

13 March 2025: Please find uploaded Amendment 001. The purpose of the amendment was to delete or update provisions/clauses in accordance with Execuitive Orders 14173 and 14168, and the Class Deviations 2025-O00003 and 2025-.O00004. Attachments 8 & 15 are removed. Questions and proposal due date are updated.
Additional site visit: There will be another site visit for Bldg 1226 (the chapel) on Tuesday, 18 March 2025 at 2:30 pm central time. *NO BASE ACCESS NEEDED

07 April 2025: Amendment 0002 is attached to extend the proposal due date to: Monday, 28 April 2025 @ 1000L. The questions and answers are currently being worked on still and should be uploaded this week.
11 April 2025: Amendment 0003 is attached. A revised attachment 5 is uploaded in response to a Q&A. Please ignore the delete/add of Attachment 6 within the amendment, this is a glitch. Attachment 17 is added. L&M are revised. Additionally, a bid bond for each seed project is required. Please view the amendment for full details. Also attached are the finalized Q&A (320 questions).
22 April 2025:Amendment 0004 is attached. The solicitation proposal due date remains 28 April 2025 at 10L. This amendment corrected areas of Section L to be inline with the changes of Section M made within Amendment 0003.
