Temporary Assistance Applicant Diversion & Pathways to Employment Program for CCDSS

The County of Chemung, New York Department of Social Services (hereafter referred to as CCDSS) is currently seeking proposals from qualified agencies (hereafter referred to as APPLICANT) interested in providing Temporary Assistance Applicant Diversion and Pathways to Employment Services for a three-year term; contract term shall begin with the start of the contract year, January 1, 2025, and expire December 31, 2027. The agreement may be extended for up to two (2) additional one (1) year terms.

The target population to be served is Temporary Assistance applicants and recipients 16 years of age and older. The number of applicants and recipients referred monthly averages between 170-200 individuals. The APPLICANT will need to be trained in Temporary Assistance for Needy Families (TANF), Safety Net – Maintenance of Effort (SN-MOE), Safety Net – Non-Maintenance of Effort (SN-Non-MOE), Supplemental Nutrition Assistance Program (SNAP) employment requirements, and SNAP Able Bodied Adults Without Dependents (ABAWD) requirements.

As a condition of the receipt of federal and state funds, CCDSS administers employment services for Temporary Assistance (TA) and Supplemental Nutrition Assistance Program (SNAP) applicants and recipients in accordance with applicable federal and state policies, laws, and regulations.

Service provision is based on the principal that assisting people to choose and pursue a career lead to self-sufficiency and is in the best interest of the individual, family, community and county.
