This action is being procured under AMSC C3 which states: This part requires engineering source
approval by the design control activity in order to maintain the quality of the part. Existing
unique design capability, engineering skills, and manufacturing knowledge by the qualified source(s)
require acquisition of the part from the approved source(s). The approved source(s) retain data
rights, manufacturing knowledge, or technical data that are not economically available to the
Government, and the data or knowledge is essential to maintaining the quality of the part. An
alternate source must qualify in accordance with the design control activity's procedures, as
approved by the cognizant Government engineering activity. The qualification procedures must be
approved by the Government engineering activity having jurisdiction over the part in the intended
application. Acquire, for the second or subsequent time, directly from the actual 2004 EDITION
217.75-9 DFARS Procedures, Guidance, and Information PGI 217—Special Contracting Methods
manufacturer.
This part must be acquired from a manufacturing source(s) that is specified on the Source Control
Drawing (or Selected Item Drawing or Altered Item Drawing). This part must be acquired directly
from a manufacturing source (s) specified on a source control or selected item drawings as defined by
the current version of DoD-STD-100. All oferors must meet prequalification requirements in order to
be eligible for award. Firms that recognize and can produce the required item described above are
encouraged to identify themselves. Firms are encouraged to seek source approval in order to compete
for future solicitations by accessing the website Source Approval Request (army.mil) and looking under Standardized Aviation and Missile Source Approval Request. All responsible sources may submit an offer, which shall be considered by the Agency. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation; however, the solicitation will not close prior to the date stated above. Foreign Firms are reminded that all requests for
solicitation must be processed through their respective embassies. The solicitation may be posted
prior to the synopsis closing date stated above. The solicitation shall be open for a minimum of 30
days from the date it is published.
