This is a non-competitive action for the purchase of a thermal imaging device essential for conducting night and low-light operations. It is also necessary to ensure safe navigation while operating a darkened ship. There is an urgent need and the device is needed with short lead time. The requiring activity possesses imager devices from the suggested source and are trained to operate those devices. Procurement of an imager from a different manufacturer would require substantial lead time for training to reach the level of proficiency required to participate in nighttime operations. There is insufficient time before mission execution to incorporate new equipment training into the pre-mission preparation currently underway.
