INVITATION TO BID FOR:
“CRACK SEALING”

City of Woonsocket invites sealed bids, from prospective bidders, for the above-referenced project.
Bid Opening: Bids must be physically received at Woonsocket City Hall, Office of Purchasing, 169 Main
Street, Woonsocket, RI 02895 or uploaded electronically on “BidNet” before 2:00 p.m. on January 31,
2025. After the afore-mentioned time, electronic bids will be unlocked and physical bids will be publicly
opened and read aloud in Harris Hall, located on the 3rd floor of City Hall. All unofficial bid results will
be published and available for viewing online. Bids received after the deadline will not be accepted and
will be returned unopened to the sender.
Bid Submissions: Bids may be prepared and submitted electronically or physically. Electronic
submissions must follow the online instructions. Physical submissions must use the provided bid forms.
All written forms must be either typed or legibly printed, then signed and dated in blue or black ink.
Physical bids must be submitted in duplicate, placed in a sealed envelope and identified with the
following information: “Crack Sealing, Bid No. 6297” including the name of the company submitting the
bid. (Sealed Bid Label Form is attached for your use):
Project Components: The work generally includes, but is not limited to the following:
The Contractor shall furnish all labor, equipment, materials, tools, supplies, mobilization, overhead,
transportation and all other incidental items for Crack Sealing in the City of Woonsocket.
Project Timeline: The term of the agreement will be one year from the date of the award.
Questions: Questions regarding this solicitation should be submitted via email to Ken Allaire, Purchasing
Agent, at ken.allaire@woonsocketri.org. The deadline to submit questions is January 24, 2025, prior to
4:30 p.m. Answers will be published online by the City in the form of an Addendum. Any questions
submitted after the deadline may not be considered. Do not contact any other City employee or official
regarding this solicitation.
Bid Bond: Vendors responding to this solicitation must furnish, with their bid proposals, either a bid
bond from a surety licensed to conduct business in the State of Rhode Island or a certified check payable
to the City of Woonsocket in the amount of $1,000.00.
Performance/Payment Bond: The successful bidder must furnish a $20,000.00 payment and
performance bonds from a surety licensed to conduct business in the State of Rhode Island prior to
issuance of a purchase order.
Prevailing Wages: In accordance with RI General Law 37-13-7 contracts in excess of $1,000 shall require
compensation based on prevailing wages for construction, alteration and/or repair, painting and
decorating.
Nonresident Contractors: In accordance with Rhode Island General Law 44-1-6, nonresident contractors
are subject to a 3% withholding of the contract price to secure payment of any sales tax, use tax, and/or
income tax withheld that may be due the State of Rhode Island. WBE, MBE and Section 3 contractors are
encouraged to bid.
Bid Review Period: In conformance with the terms and conditions of these specifications including the
Invitation to Bid and other documentary forms therewith, the Bidder hereby proposes, offers and agrees
if this bid be accepted within sixty (60) calendar days from the date of bid opening to do all things
necessary to fully perform and satisfy all terms, conditions and requirements of the subject
specifications.
Withdrawal of Bids: No bidder may withdraw their bid within sixty (60) days after the actual time
and date of the bid opening thereof.
Rejection of Bids: The City reserves the right to cancel this ITB, award on the basis of cost alone, accept
or reject any or all bids, in whole or in part. The City further reserves the right to waive as an informality
any irregularities contained in any bid not affecting substantial rights that may be in the City’s best
interest. Bids found to be technically or substantially nonresponsive at any point in the review process
will be rejected and not considered further. Any such decision will be considered final.
Bid Award: Upon selection of a winning contractor, the City of Woonsocket will send a bid award notice
to the awardee. The bid award notice will identify a point of contact from the City who will assist the
awardee in completing any pre-work requirements. Upon satisfactory meeting all of the obligations of
the pre-wok requirements, the City of Woonsocket will issue a “Notice to Proceed” for work to
commence.

401-762-6400 seventy-two (72) hours in advance of the bid opening deadline.

BID PROPOSAL
TECHNICAL SPECIFICATIONS
SECTION 1
GENERAL:
1.01 SCOPE OF WORK
The Contractor shall furnish all labor, equipment, materials, tools, supplies, mobilization,
overhead, transportation and all other incidental items for Crack Sealing in the City of
Woonsocket.
The work, in general, shall include the following:
a) Clean all cracks prior to sealant application
b) Application of crack sealant material
c) Application of black silica sand to sealed joint to prevent tracking
1.02 ASSIGNMENT OF WORK
The locations of the CRACK SEALING shall be given to the Contractor as soon as a list is
complied.
1.03 CONTRACTORS RESPONSIBILITIES
-Obtain any necessary Federal, State and Local permits.
-Contractor shall provide a ‘Competent Person’, as defined by the US Department of Labor
Occupational Safety & Health Administration (OSHA), for the location of the proposed
work. The contractor shall employ only competent and efficient laborers, operators and
tradesmen for every kind of work, and whenever, in the opinion of the City, any person
is unfit to perform their task, or does their work contrary to directions, or conducts
themselves improperly, the contractor must discharge that person immediately and not
employ that person again on the work.
-Provide Certified Payroll(s).
-Disclose any sub-contractors that will be used for this work, for approval by the City of
Woonsocket.
-Obtain necessary police details for traffic control and safety. The City will only
reimburse police detail cost at the standard detail rate at straight time not exceeding 8
hours. Over time for police details must be approved by the City. It is the responsibility
of the contractor to schedule and or cancel the police detail within an acceptable time
period as to not accrue unnecessary cost. This is a reimbursement; therefore the
contractor must pay the police invoice before invoicing the City.
