Convert B290 & 291 to LRS Warehouse

This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors that the 377th Mission Support Group Contracting Division (377 MSG/PK) intends to issue solicitation FA9401-25-B-0003. This announcement serves as the advance notice for this requirement. Responses to this synopsis are not required.

Description of Requirement: The purpose and objective of this project is to renovate Building 290(B290) and Building 291(B291), in support of the 377th Logistics Readiness Squadron (LRS), enhancing operational capabilities. The design/build team, consisting of the General Contractor and their sub-contractors, will be responsible for providing the necessary staff and skills to complete this turnkey project. The design phase will include the services of licensed design professionals to produce the necessary analysis, estimates, schedules, drawings, and specifications. The build phase will involve field verifications, labor, tools, equipment, permits, and licenses needed to construct the project in strict accordance with the requirements outlined in the Statement of Work. The NAICS Code for this requirement is 236220 - "Commercial and Institutional Building Construction". NAICS Code 236220 has a Size Standard of $45M. The PSC Code for this effort is Z2AA - "Repair or Alteration of Office Buildings".

377 MSG/PK anticipates a firm-fixed price contract. The acquisition will follow procedures set forth in FAR Part 14 “Sealed Bidding.” Bidders must ensure compliance with all solicitation requirements, as non-compliance may lead to disqualification. As outlined by FAR 36.204, the anticipated magnitude for this effort is $1,000,000 – $5,000,000.

The solicitation, as well as all notices and amendments, will be posted to the Government Point of Entry located at https://sam.gov on or around 12 May 2025. The closing date, time for submission of offers, as well as the date and time for a site visit will be contained in the solicitation package. Potential offerors are responsible for monitoring this procurement for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. All notifications and amendments will be disseminated in the same manner as the solicitation.

All contractors must be registered in the System for Award Management (SAM) or their proposal will not be considered. Contractors can obtain further information on the System for Award Management (SAM) at web site https://www.sam.gov.
