W912BU25BA001 Synopsis:

The U.S. Army Corps of Engineers (USACE), Philadelphia District (NAP), intends to issue an Invitation for Bid (IFB) Solicitation for a firm fixed price (FFP) construction contract for the Maintenance Dredging, IWW Rehoboth Bay to Delaware Bay (L&R Canal) Project in Lewes, DE.

This is a Pre-solicitation Notice. This Notice is being issued for planning and information purposes only. This notice is not a Solicitation, nor is it to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice, nor will the Government accept proposals as a result of this notice.

** Solicitation W912BU25BA001 is expected to be released on or about 16 April 2025.

PROJECT DESCRIPTION: The scope of this project will consist of maintenance dredging of approximately 90,000 cubic yards of sediment within the Lewes to Rehoboth Canal. Base contract work includes dredging between Lewes, DE and North Shores, DE with placement of the dredged material into one or both of the upland dredged material placement facilities in Lewes, DE between the canal and Cedar Street. There will be two (2) Options to dredge between North Shores and Rehoboth Bay with beneficial use of dredged material for shoreline restoration and/or marsh restoration near Thompson Island near the entrance of the Canal at Rehoboth Bay. Solicitation will allow hydraulic cutterhead or mechanical dredging to -6 feet MLLW (Datum) plus 1’ allowable over depth. The base contract will also require minor earthwork for embankment improvements at one or both disposal areas. The base contract period of performance is 365 calendar days with an additional 300 days added if one or both Options are awarded. Due to environmental restrictions, dredging is only permitted between 1 October and 1 March.

DISCLOSURE OF MAGNITUDE OF THE CONSTRUCTION PROJECT: The estimated price range is between $10,000,000 and $25,000,000.

NAICS CODE AND SBA SIZE STANDARD: 237990 – Other Heavy and Civil Engineering Construction; $45,000,000.

TYPE OF SET-ASIDE: Total Small Business set-aside.
