Description:
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 12.6 and FAR Part 13 Simplified Acquisition Procedures (SAP). The General Services Administration on behalf of the Military Sealift Command (MSC) intends to award a one-year Firm-Fixed-Price Purchase Order for the procurement of preventative and corrective maintenance services for Ortho-Clinical Vitros XT 7600 Chemistry Analyzers aboard the United States Naval Ship (USNS) COMFORT. This synopsis serves as the official notice under FAR 13.105(a) for acquisitions exceeding $25,000 and below the Simplified Acquisition Threshold ($250,000).
This procurement is brand-name only and limited to Ortho-Clinical Diagnostics, Inc. (Ortho-Clinical Diagnostics) certified vendors due to Original Equipment Manufacturer (OEM) proprietary equipment, parts, and software support requirements. A Brand Name Justification (BNJ) has been completed in accordance with FAR 11.105 and will be posted with the RFQ. The OEM is the only known source capable of providing the required maintenance services to ensure OEM specifications and system compatibility.
The vendor must be certified by Ortho-Clinical Diagnostics to perform OEM-level testing, diagnostics, and all preventative and corrective maintenance functions. All services must meet OEM specifications and ensure instruments pass quality control, calibration, and reproducibility standards following each service event.
Solicitation and Submission:
Following the posting of this synopsis on SAM.gov, the Contracting Office will email the RFQ directly to three responsible sources, identified through market research in accordance with FAR 13.106-1(d)(1)(i). Quotes must be submitted to the Contract Specialist listed below no later than the Response Date above.
Evaluation:
Award will be made to the responsible Quoter whose quotation conforms to the Request for Quotation (RFQ) and is that represents the best value (as defined in FAR 2.101) and results in the lowest overall cost alternative (considering price, special features, administrative costs, delivery, etc.) to meet the Government’s needs.
