Description
This requirement is for an open market competitive solicitation for community nursing home care services in the Southwest Washington geographical area. This is an open and continuous solicitation that is posted continuously for one year or longer, whereby nursing homes can apply freely in response to the list of current nursing home needs. The Government will periodically review proposals throughout that time and fill needs as required. This procurement concept is similar to the Government's Human Resources open and continuous job postings whereby a job is posted for an extended period of time and applications are reviewed periodically as needs arise.
An RFP with the anticipation of up to 15 firm-fixed single award IDIQs with a max capacity of $3.0 M each, for a total RFP value of that which will not exceed $45 M. The proposed IDIQs will utilize Economic Price Adjustment clauses which are VAAR (852.216-71) Economic Price Adjustment of Contract Price(s) Based on a Price Index or VAAR (852.216-73) Economic Price Adjustment – State Nursing Home Care for Veterans. The VAAR clause selected for each IDIQ will be dependent on if the IDIQ uses Medicare or Medicaid.
Nursing home facilities must be capable of furnishing the total medical, nursing, and psychosocial needs of VA beneficiaries. Rate adjustments will be based on the annual adjustment to the current published Medicare or Medicaid Benchmark Rate.
Each nursing home facility must have a current Center of Medicare and Medicaid Services (CMS) certification (Medicare and/or Medicaid) and a state nursing home license. The VA requires CNHs to have bed capacity to ensure their ability to take referrals when requested.
The CNH is responsible for providing care for VA beneficiaries including room, meals, nursing care, and other services or supplies commensurate with the VA-authorized level of care.
