Library Interior Renovation in Three Phases

Purpose of Request: The Town of Freeport seeks qualifications from firms or teams to
provide interior design and construction/installation services for the renovation of three
distinct areas of the library over the next three fiscal years: Youth Services in FY27, Lending
Services/Lobby/Sta Workroom in FY28, and the Adult Services Reading/Stacks area in
FY29. The allocated funds for these projects in the Capital Improvement Plan are $165k
(FY27), $270k (FY28), and $145k (FY29), respectively.
Qualified firms or teams should have significant experience with public library projects,
familiarity with public library service delivery, and the ability to execute projects without
significant disruption to library operations. Preference will be given to teams with existing
design/build partnerships.
Deadline for Response: Submit two (2) hard copies and one (1) electronic copy of a
statement of qualifications addressing all aspects of this RFQ. Hard copies should be
submitted in a sealed envelope clearly marked “LIBRARY INTERIOR RENOVATION
QUALIFICATIONS” by 4:00 PM on Thursday, July 9, 2026. The Town reserves the right to
accept or reject any and all responses to this request and, if deemed necessary, re-open
the search.

Background: Freeport Community Library, constructed in 1997, is a 17,000 square foot
municipal library serving an average of 265-270 visitors per day. This 29-year-old building
requires strategic design solutions to meet contemporary library service standards,
improve patron experience, support sta workflow, and optimize space utilization for
modern library operations.
General Scope of Work: The selected consultant will provide planning, design, and
construction-related services for a phased interior renovation project at Freeport
Community Library, addressing three project areas: (1) Youth Services; (2) the circulation
desk, lobby, and sta workroom; and (3) adult seating, reading, and meeting spaces.
Services will include assessment of existing conditions, conceptual and design
development, space planning, furniture and fixture recommendations, and phased budget
and timeline development. Project planning should also incorporate flooring replacement
in the Phase 1 and Phase 2 areas, recognizing that additional funding may be available for
that work.
Major Task Categories: A detailed scope of work and fee schedule will be negotiated
with the firm determined to be best qualified to meet the Town’s needs. The successful firm
will be asked to work in conjunction with the Library Director, or designee(s), to:
Conduct a walk-through of the library to review the areas requiring renovation or
improvement and the funds allocated for each project in the Town’s Capital Improvement
Plan.
Prioritize needs and determine what can be accomplished within the budget constraints.
Prepare a detailed plan with schedules and budgets for the three projects across FY27,
FY28, and FY29.
Deliverables: Anticipated deliverables include the following, though they may be refined
during negotiation of the final project scope and pricing:
A three-phase design/build plan that leverages e iciencies across the project, rather
than treating each phase as a separate e ort. The plan should reflect the functional needs
and goals of library sta while improving patron service, patron experience, and sta
workflow.

FF&E specifications, leveraging any contract discounts available to the library/town
through MHEC.
Proposed stakeholder meeting schedule for each project/phase.
Itemized budget and schedule for each project/phase.
Timing: Funding for the project phases is allocated across three fiscal years
(for example, FY27 runs from July 2026 through June 2027). Desired
completion of each project phase is:
Phase 1 - Youth Services: May 31, 2027
Phase 2 - Circulation/Lobby/Workroom (work must begin after July 1, 2027): May 31, 2028
Phase 3 - Adult Stacks/Meeting/Sitting areas (work must begin after July 1, 2028): May 31,
2029
Submission Requirements for the RFQ: No fee schedule or detailed scope of work
should be included with this submission. A detailed scope of work and fee schedule will be
negotiated with the selected firm. Submissions in response to this RFQ must include, at a
minimum, the following:
Understanding of Objectives: A statement of the firm’s understanding of the goals and
objectives of the Town as outlined in this RFQ.
Approach: A statement of the firm’s typical approach to a project such as this as well as
any planned deviations from the typical approach to meet the expectations for this project.
Familiarity with the Community and Region: A demonstration of the firm’s familiarity with
the Town of Freeport and its place in the greater Portland and Mid Coast regions.
Personnel: Identify the project team members and provide supporting documentation
that includes each team member’s name, position, discipline, and qualifications. If the
team involves collaborations with other firms, please note this and outline each firm’s
involvement in the project. Include an organizational chart showing all team members and
their roles.
Capacity to Meet Desired Schedule: Demonstrate that the team can complete the
projects within the desired timeframe.
Previous experience: Provide specific examples of similar projects completed by the
firm. Experience with public libraries is required.

Other Qualifications: Provide additional information regarding the firm’s qualifications
that distinguish the firm as particularly well suited for this project.

2. Experience with public library facilities and service needs (25%)
3. Qualifications of team members (20%)
4. Project approach (15%)
5. Familiarity with municipal operations and public funding
processes (10%)
