SECTION 1 – GENERAL INFORMATION
• Do not provide responses to items in this section unless specifically and expressly required.
1.1 PURPOSE
This Request for Proposal (RFP) has been issued by Central Arkansas Water (CAW) for a qualified and interested
party providing and configuring a comprehensive Cross Connection Control System.
1.2 BACKGROUND INFORMATION
Central Arkansas Water (CAW or the Utility) administers a Cross Connection Control Program (CCCP) to protect the
public drinking water system by managing regulatory compliance activities related to backflow prevention. CAW
serves a population of approximately 500,000 people through roughly 214,000 metered retail and wholesale
connections located across Pulaski, Saline, Grant, Perry, Lonoke, White, and Faulkner counties. CAW is seeking to
replace its existing Cross Connection Control management system with a modern, scalable Software-as-a-Service
(SaaS) solution that will serve as the system of record for CCCP operations. The program currently manages more
than 17,000 compliance tests annually across commercial, residential, and fire service accounts, with testing volumes
and program complexity expected to increase over time due to regulatory and operational changes. The system
supports multiple categories of users, including internal CAW staff responsible for program administration, external
certified testers who submit test results and documentation, and customers who require access to compliance and
testing information. This solicitation is limited to the procurement, implementation and configuration of a Cross
Connection Control management system and related services.
1.3 TYPE OF CONTRACT
A term contract will be awarded to a single Vendor. Contract extension period will be determined at the time of the
contract award.
1.4 ISSUING OFFICE
A. The CAW Purchasing Section, as the issuing office, is the sole point of contact throughout this procurement
process.
B. Responder questions regarding this solicitation should be made through the CAW buyer listed on page one (1)
of this solicitation.
1.5 CONE OF SILENCE
All communication(s) pertaining to this solicitation shall be directed to the CAW buyer listed on page one (1) of this
solicitation, or his or her designee. CAW has imposed an absolute prohibition against any communication or contact
("Cone of Silence") with any other CAW personnel, CAW consultant, or Central Arkansas Water Commission (CAWC)
member regarding this solicitation process.
The prohibition begins with the publication of this solicitation document, remains in place through the CAW solicitation
and award process, and ends only after CAW has executed a contract with the successful responder. The prohibition
is suspended only when the CAW Buyer, or his or her designee, initiates or consents to a meeting or communications
for the purpose of clarifying a solicitation or another solicitation-related action.
A violation of this policy may result in the disqualification of an offending responder’s response.
1.6 CLARIFICATION OF RFP AND QUESTIONS
A. Responders may send questions requesting clarification of information contained in this solicitation. Questions
should be submitted by 4:00 p.m., Central Time on February 20, 2026. Submit written questions by email to the
CAW buyer as shown on page one (1) of this solicitation.
1. For each question submitted, the responder should reference the specific solicitation item number to which
the question refers.
2. Responders’ written questions will be consolidated and responded to by CAW. CAW's consolidated written
response is anticipated to be emailed to responders by 4:00 p.m., Central Time on February 25, 2026.

B. Responders may contact the CAW Purchasing Section with procurement-related questions at any time prior to
the RFP opening date and time. Answers to verbal questions may be given as a matter of courtesy and must
be evaluated at the responder’s risk.
1.7 DEFINITION OF REQUIREMENT
A. The words “must” and “shall” signify a requirement of this solicitation and that responder’s agreement to and
compliance with that item is mandatory.
B. Exceptions taken to any requirement in this solicitation, whether submitted in the responder’s proposal or in
subsequent correspondence, may cause the responder’s proposal to be disqualified.
C. Responder may request exceptions to non-mandatory items. Responder should clearly explain the requested
exception and should reference the specific solicitation item number to which the exception applies.
1.8 DEFINITION OF TERMS
A. CAW has made every effort to use industry-accepted terminology in this solicitation and will attempt to further
clarify any point of an item in question as indicated in Clarification of RFP and Questions.
B. "Central Arkansas Water", "CAW", and "Utility" are used synonymously in this document.
C. “Central Arkansas Water Commission”, “CAWC”, and the “commission” are used synonymously in this document.
D. The words “bidder” , “vendor”, and “responder” are reused synonymously in this document.
E. The terms “Request for Proposal”, “RFP”, and “solicitation” are used synonymously in this document.
F. The terms “bid”, “proposal”, "submission", and "response" are used synonymously in this document.
1.9 RESPONSE DOCUMENTS
A. Original Response
Responder’s original proposal (i.e., Proposal and Firm’s Pricing Document), be sent via email to
procurement@carkw.com in PDF format on or before the established RFP opening date and time. The price
proposal must be in a separate email. (Procurement will confirm receipt of the submittal. Feel free to contact
Bridgette Johnson at 501-377-1210 for confirmation.
1. Proposal
a. Responder's proposal should include the following:
i. Original signed Proposal Signature Page. (See Proposal Signature Page below.)
ii. Response to the Information for Evaluation section of this solicitation.
iii. Other documents and/or information may be expressly required in this solicitation.
b. Responder's original proposal should include a Table of Contents and should be indexed and tabbed.
c. DO NOT include any other documents or ancillary information, such as a cover letter or
promotional/marketing information.
2. Firms Pricing Document (See Pricing)
a. Responder should also submit one (1) electronic copy of the Pricing Document, to
procurement@carkw.com .

B. Redacted Copy of the Proposal (optional). In addition to the original proposal, the following items may be
submitted:
1. One (1) redacted copy (marked “REDACTED” in the subject line) of the original proposal to
procurement@carkw.com .(See Proprietary Information.)
C. Additional documentation, please provide the following:

1.10 ORGANIZATION OF RESPONSE DOCUMENTS
A. It is strongly recommended that responders adhere to the following format and suggestions when preparing their
response.
B. The original Proposal and all copies should be indexed and tabbed, and should be arranged in the following
order:
• Completed and signed Proposal Signature Page.
• Table of Contents. The Table of Contents should itemize the contents by section, subsection, and page
numbers.
• Signed Addenda, if applicable.
• Other documents and/or information may be expressly required in this solicitation. Label documents and/or
information so as to reference the solicitation item number.
• Response to the Information for Evaluation section of this solicitation.
1.11 PROPOSAL SIGNATURE PAGE
A. An official authorized to bind the responder(s) to a resultant contract must sign the Proposal Signature Page
included in this solicitation.
B. Responder’s signature on Proposal Signature Page shall represent and warrant responder’s agreement that
either of the following may cause the responder’s proposal to be disqualified:
1. Additional terms or conditions submitted intentionally or inadvertently.
2. Any exception that conflicts with a requirement of this solicitation.
C. Responder's signature on the Proposal Signature Page shall represent and warrant the following:
1. Responder has completely reviewed this solicitation and any addenda.
2. Responder's agreement to and compliance with all requirements, specifications, and terms and conditions within
