Summary

The Department of Emergency Management at the County of San Mateo (SMCEM) is responsible for coordinating countywide countywide preparedness, response and protection services for large-scale disasters. They are seeking a qualified contractor to develop an updated, FEMA-compliant Multijurisdictional Local Hazard Mitigation Plan (LHMP). This document identifies natural and human-caused hazards facing the county, assesses risks and vulnerabilities, and outlines actionable strategies to reduce or eliminate long-term impacts to people, property, and infrastructure. The goal is to create a plan that reflects current conditions, incorporates the latest data, and aligns with federal and state requirements to maintain eligibility for hazard mitigation funding.

The selected contractor will work closely with SMCEM staff, county departments, cities, special districts, and community stakeholders to ensure the plan is comprehensive, inclusive, and implementable. Key responsibilities include conducting risk assessments, facilitating outreach, coordinating public engagement, and drafting the plan for local adoption and FEMA approval.
