APEX Accelerators are funded in part through a cooperative agreement with the Department of Defense.
The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The contractor shall provide all labor, materials, equipment, and supervision to perform comprehensive annual inspections, functional testing, certification, load testing, and repair services for a variety of vehicle lifts, cranes, hoists, and rigging devices located at the Defense Supply Center Richmond (DSCR). The full list of equipment is detailed in Attachment 1 of the PWS.
The primary objective is to ensure all lifting equipment is maintained in a safe, compliant, and fully mission-capable condition.
The required services include:
Annual Inspections and Testing: Perform "periodic" inspections and operational tests on all equipment at 12-month intervals.
Load Testing and Certification: Conduct annual load testing for all cranes and hoists using certified test weights.
Certification and Reporting: Upon successful inspection, affix a certification placard, sticker, or tag to each piece of equipment and provide detailed inspection reports and certificates to the government within 5 days.
Unscheduled Maintenance and Repairs: Respond to service calls for repairs within 24 hours of notification and provide a written repair estimate within two (2) business days. For any single repair anticipated to exceed $500, prior approval from the government is required.
Compliance: All work must comply with the latest editions of applicable OSHA, ASME, and ANSI/ALI standards.
5. Period of Performance:The contract will include a one (1) year base period with three (3), one-year option periods.
6. Key Requirements for Contractors:
Qualifications: Contractor personnel must possess the necessary qualifications, certifications, training, and experience to inspect, test, and repair cranes, hoists, automotive lifts, and rigging equipment in compliance with all federal, state, and industry standards.
Deliverables: Key deliverables include a Quality Control Plan (QCP), a site-specific Occupational Safety and Health Plan (OSHP), and all final inspection/certification reports.
Security: Personnel will require background checks and must comply with all DSCR installation security, access, and badging requirements.
