I. SCOPE OF WORK:
The Pennsylvania Department of Corrections Canine Academy is currently in need
of “twenty-six” (26) Ace K9 Heat Alarms and associated equipment to ensure the
safety of deployed narcotics detection canines by monitoring vehicle interior
conditions and providing automatic emergency alerts and mitigation actions.
Heat Alarms to be delivered to SCI Benner/K9 Drug Interdiction Unit at 301
Institution Drive, Bellefonte, PA 16823.
II. ISSUIING OFFICER
Questions regarding the bidding or contracting procedures should be directed
towards Amie Newman at amnewman@pa.gov.
Bidders can submit questions in writing to the Issuing Officer by Wednesday, August
26th. All responses will be posted as an addendum to the IFB on eMarketplace.
Vendors are reminded to monitor eMarketplace for any changes to the bid.
III. CONTRACT REQUIREMENTS
System Description
The Ace K9 Heat Alarm system shall be a microprocessor-controlled vehicle
monitoring system designed to continuously monitor interior temperature and
vehicle battery voltage and automatically activate emergency alerts and safety
features when preset thresholds are exceeded. The system shall be specifically
designed for law enforcement K9 vehicle applications.
1. (26) HA2520 K9 HEAT ALARM(R) PRO w/ S.O.S. Horn, Siren, & Light
Bar activation.
2. (26) HA-RBM-27-RD REMOTE PAGER KIT w/ 27Mhz Antenna System 15-
inch Flexible Antenna Mast, mount, coax, & connector.
3. (26) HA-FKT-10-P 10 INCH FAN KIT w/ Activation Module, Manual Switch
& Materials.
Monitoring Capabilities
• Continuous monitoring of vehicle interior temperature
• Dual temperature sensor system with averaging capability to reduce false alarms
• Monitoring of vehicle battery voltage with pre-failure alert capability

Alert and Safety Activation
Upon alarm activation, the system shall automatically:
• Activate vehicle horn utilizing an S.O.S. alert pattern
• Activate emergency lights
• Activate siren
• Deploy dual rear window drop for ventilation
Sensors and Accuracy
• Dual remote temperature sensors
• Minimum accuracy: ±0.5°F or better
• Real-time temperature resolution of 0.1°F
Control and Display
• Backlit alphanumeric display (minimum 32-character)
• User-programmable temperature thresholds
• Menu-driven interface for system configuration
• Continuous monitoring of vehicle interior temperature
• Dual temperature sensor system with averaging capability to reduce false alarms
• Monitoring of vehicle battery voltage with pre-failure alert capability

The system shall include, at minimum:

System shall be compatible with the following optional modules:
• Engine Stall Monitor (alerts prior to temperature rise)
• Remote smartphone monitoring system
• “No K9 Left Behind” reminder system
• Smoke detector integration
• Carbon monoxide detector integration
INSTALLATION REQUIREMENTS
• System shall be compatible with law enforcement police package vehicles
• Vendor shall provide all necessary wiring harnesses, modules, and installation
hardware
• Installation instructions shall be included
• System shall integrate with existing emergency lighting and siren systems
WARRANTY
Minimum two (2) year manufacturer warranty required
*No substitutions of the above listed product is permitted*
This will be a one-time purchase and no contract or contract renewal option will
be necessary. The successful vendor is expected to provide the equipment in
accordance with the specific requirements indicated above. The vendor will ship
or deliver the equipment to the DOC K9 Academy. The Ace K9 heat Alarm
equipment will be installed by the PA DOC or designated installer without affecting
the product warranty.

All products must meet security requirements of the DOC. The Department of
Corrections reserves the right to allow companies to adapt their packaging to meet
the DOC’s security requirements before an award is generated. Product approval
may be made contingent upon packaging changes. If, after award, DOC determines
that a product poses a security threat, DOC will either cancel the award of that
product upon written notification to the contractor detailing the nature of the
security threat or allow the contractor to replace the product with a compliant
product at the same price.
Award will be made to lowest responsible bidder based on total bid.
All quantities are estimated, amounts may vary.
IV. REQUIRED DOCUMENTS

• Signed Reciprocal Limitation Act Form
V. BID AWARD
It shall be understood and agreed that any quantities listed in the solicitation are
estimated only and may be increased or decreased in accordance with the actual
requirements of the Department of Corrections.
Unless otherwise indicated, the unit price must include all labor, materials,
equipment, tools, insurance, delivery fees and all items necessary for the completion
of the project. In cases of discrepancies in prices, the unit price will be binding unless
the unit price is obviously in error and the extended price is obviously correct, in
which case the erroneous unit price will be corrected.
The Commonwealth reserves the right to award by item or on a total Bid basis,
whichever is deemed more advantageous to the Commonwealth.
VI. BID Results
Bids will be opened on the date and time specified in the invitation for bid. Bid
tabulations will be posted on the Department of General services’ eMarketplace
website (http://www.emarketplace.state.pa.us/). Tabulations are for information
only and do not constitute actual award or execution of a contract. The results of the
apparent bidders and all bids are under review until final award of the purchase
order.

VII. INVOICING
Vendors must follow the following invoicing requirements:
a. Accurately bill the Commonwealth for actual items received on all invoices.
b. Submit invoice(s) to appropriate resource account within 10 business days of
shipping goods - 69180@pa.gov.
c. Comply with Commonwealth / Department of Correction’s practices for supplier
payments.
The awarded supplier should submit all invoices, as outlined by the Pennsylvania
