Qualifications received after this date/time will not be accepted. No qualifications shall be received at any other time or location unless mailed or delivered to Student Services at the Liberty County Board of Education. Qualifications must be submitted on the standard forms included within the specifications and as required by the specifications. Qualifications must be typed or clearly printed in ink and signed.
Qualifications must be enclosed in a sealed envelope bearing the name of the company/firm and the title of the bid on the outside of the envelope. Please do not submit binders, folders or advertising materials. No company/firm shall modify, withdraw, or cancel its qualifications or any part thereof for sixty (60) days after the time designated for the receipt of qualifications in the advertisement or Request for Qualifications. Faxed or emailed proposals will not be accepted.
RFQ Specifications
School Based Youth Mental Health Therapist
1. Specifications
Detailed time frame and requested number of hours and the number of therapists to serve students for this RFQ are annexed hereto as “Schedule A” and incorporated by reference as part of these specifications as if fully set forth herein.
2. Evaluation Criteria

3. Evaluation, Review and Selection Process
An evaluation team, as determined by the Superintendent of Schools, will review all qualifications to determine if they satisfy the RFQ requirements and specifications, determine if a qualification should be rejected and evaluate the qualifications based upon the evaluation criteria. The highest-ranking respondent will then be recommended to the Superintendent who may recommend to the board for award of the contract, based on price and other factors. The qualifications will be evaluated for general compliance with notices, instructions and specifications set forth in the RFQ. Non-compliance with any such notices, instructions, and specifications shall be grounds for disqualification of qualifications. In addition, the Liberty County Board of Education reserves the right to reject any and all proposals.
4. RFQ Certification
The undersigned hereby certifies that these qualifications are submitted in good faith. The undersigned is aware that if any of the foregoing statements made by the undersigned are willfully false, the request shall be rejected.

Schedule A
The Liberty County School System is seeking the services of a licensed mental agency that can provide up to six licensed mental health therapists who will conduct school-based individual and/or group counseling to identified students for the 2026-2027 school year. The therapists together must be able to serve LCSS students between 30-40 hours per week while they are physically present in the school buildings.
