Request For Information
1. Overview and Purpose
1.1 Overview
The New Hampshire Department of Health and Human Services (the "Department") is
issuing this Request for Information (RFI) to solicit information ("response" or
"submission") regarding
1.1.1 Identifying available warehouse space for lease in the Concord, New
Hampshire or surrounding area bordering Concord, New Hampshire of
approximately 30,000 to 36,000 square feet of space for use to house
emergency response materials and equipment through the Department.
1.1.2 Respondents interested in proposing a facility that falls within plus or minus
ten percent (+/- 10%) of the defined square-footage range are encouraged to
submit a 'letter of interest' for consideration.
1.2 Purpose
The primary objective(s) of this RFI is to collect information to inform the
Department's procurement strategy to lease warehouse space. The Department is
seeking to gain information on the current market and availability to assist the
Department on this project.
The Department's objective is to evaluate current warehouse space availability and
fortify the Department's current process and contracts.
2. Background
2.1 The Department is seeking to secure warehouse space to store emergency response
materials and equipment to respond to potential future public health emergencies for
the Bureau of Emergency Preparedness, Response, and Recovery.
2.2 The Bureau of Emergency Preparedness, Response and Recovery works to build
and strengthen New Hampshire's ability to effectively respond to a range of public
health threats. They work closely with Federal, State and local partners to increase
the ability of public health and healthcare partners across the State to plan for and
respond to large-scale emergencies and disasters.
3. RFI Specifications for Distribution
3.1 Wanted to lease in Concord, New Hampshire or surrounding area, bordering
Concord, New Hampshire, commencing on or before February 1, 2027, warehouse
space within 20 miles of Concord, New Hampshire. The space offered must be move-
in ready (turn-key) and meet or be renovated to meet the State's programmatic needs
and specifications which include but are not limited to the following:
3.1.1 Warehouse space: Approximately 30,000-36,000 square feet of open space
per Department's specifications including clear height of at least 20 feet, and a
minimum of two (2) loading docks. Must be in Concord or surrounding town.
3.1.2 Lease rate: Proposals must offer a full "gross" lease rate, a full "gross" lease
must include all utilities (heat, electricity, air conditioning, water and sewer),

real estate taxes, insurance, janitorial services, building and site maintenance
services. The proposed schedule of annual rent must also be inclusive of any
renovation costs.
3.1.3 Location: Proposals for sites that promote efficient land use, preservation of
open space, offering easy access to highways and/or "downtown" buildings
shall be shown favorable preference in this RFI review process. This favorable
preference is required by RSA 9-B, State of New Hampshire's "Smart Growth"
initiative.
3.1.4 Permits and Testing: The responsibility and costs of all required permits and
testing shall be borne solely by the Landlord.
3.1.5 Accessibility: Warehouse space must be ground level and include a minimum
of two (2) loading docks with available loading zone.
3.1.6 State of New Hampshire Energy Code: All 'letters of interest' offering new
construction and/or renovation that exceeds or adds 25 percent (25%) to the
existing gross floor area must comply with State of New Hampshire Energy
Code. Letters of interest which exceed the energy code by at least an
additional twenty percent (20%) shall be shown favorable preference.
3.1.7 Heating Ventilation and Air Conditioning (HVAC): The Landlord agrees to
furnish heat, ventilation and air-conditioning to the premises in accordance
with current industry standards as set forth by the American Industrial Hygiene
Association (AIHA) and the American Society of Heating (ASH), Refrigeration
and Air-Conditioning Engineers, Inc. (ASHRAE). The HVAC system in the
premises shall be maintained regularly and with due diligence in order to
ensure continuous compliance with current industry standards set forth by
AIHA and the ASHRAE. If the premises are not equipped with an air handling
system that provides centralized air-conditioning or humidity control the
provisions set forth herein regarding these particular systems shall not apply.
3.1.8 Electrical: The Landlord shall furnish all electrical power distributions, outlets,
telecommunications data outlets and lighting in compliance with the most
current National Electrical Code standards.
3.1.9 Parking: The Landlord shall provide adequate on-site parking at no charge
(included in proposed rates) and must, at minimum, include ten (10) exterior
spaces for automobile vehicles, as well as approximately five (5) to ten (10)
appropriately sized and accessible spaces for the parking and staging of
emergency service trailers.
3.1.10 Restrooms: Provide at least one (1) accessible restroom per gender, or two
(2) accessible unisex restrooms for use. All restrooms and fixture counts must
be provided in compliance with current and prevailing building and
accessibility codes.
3.1.11 Sewer and Water Services: The Landlord shall provide and maintain in good
working order all sewer and water services to the premises. Provision of said
services shall include payment of all charges, expenses or fees incurred with
the provision of said services. All sewer and water services shall be provided

and maintained in conformance with all applicable regulatory laws and
ordinances.
3.1.12 Internet Requirements: Landlord shall be responsible for providing all required
internet access to the Tenant at no additional charge, with all associated costs
included in the proposed rates. The Landlord shall also ensure that all
telephone and data connectivity required by the Department is fully provided.
All such services, including all premises cabling, must be clearly and
permanently labeled, fully terminated and operational.
3.1.13 Fire Alarm Systems: The presence thereof or lack thereof shall be determined
by any and all local, State and prevailing building codes, including but not
limited to NFPA-1 and NFPA-101. The cost of any changes, modifications or
additions will be the sole responsibility of the Owner and/or Landlord. All
required permits, fees, testing and approvals shall be borne by the Owner
and/or Landlord. The costs of any changes, modifications, or additions to the
existing fire alarm system shall be solely at the Owner and/or Landlord's
expense and responsibility.
3.1.14 Landlord has the ability to accept the terms of the State of New Hampshire

3.4 Respondent Inquiries
3.4.1 All inquiries about this RFI, including but not limited to requests for
clarification, may be made in writing, citing the RFI page number and
part or subpart, and submitted to the Sole Point of Contact identified in
Subsection 3.2.
3.4.2 Any inquiries must be submitted by e-mail; however, the Department assumes
no liability for assuring accurate and complete e-mail transmissions.
3.4.3 The Department may not acknowledge receipt of questions.
3.4.4 The Department will only respond to inquiries that are understood and
relevant to this RFI.
3.4.5 Statements that are not questions will not receive a response.
3.4.6 Any verbal answers given are non-binding.
3.5 RFI is not an RFP
3.5.1 This RFI is for informational purposes only and is not intended to result in a
contract or vendor agreement with any Respondent. This RFI is not a Request
for Proposals, Bids, or Applications. The State is seeking insight and
information prior to finalizing business, functional, operational, and technical
requirements before considering the publishing of a Request for Proposal
(RFP).
3.5.2 This RFI does not commit the State to publish a competitive solicitation or
award a contract. The issuance of an RFP or other competitive solicitation, as
a result of information gathered from these responses, is solely at the
discretion of the State. If an RFP or other competitive solicitation is issued, it
will be open to all qualified vendors whether those vendors choose to submit a
response to this RFI. This RFI is not a pre-qualification process.
3.6 RFI Amendment
The Department reserves the right to amend this RFI, as it deems appropriate prior to
the submission deadline on their own initiative or in response to issues raised through
inquiries. In the event of an amendment to the RFI, the Department, at its sole
discretion, may extend the submission deadline. The amended language will be
posted on https://apps.das.nh.gov/NHProcurement/Bid Before any submission all
interested parties are required to check the site for any amendments or other
materials that may have been issued affecting the bid.
3.7 Submission Instructions
3.7.1 All interested parties must submit a 'letter of interest' addressed to the person
listed in the Sole Point of Contact, Subsection 3.2. Letters of interest may be

3.7.2 Submissions should be received by 4:00 PM local time on the date specified
in the RFI Timetable, Subsection 3.3.
3.7.3 Please include the following information in the subject line: RFI DHHS 2027-
01 (email xx of xx).
3.7.4 Interested parties may compose their own 'letter of interest' which must
include the following information:
3.7.4.1 A statement that the submitting party wishes to offer a particular
property for review in response to this request for information; a
statement that the submitting party presently believes they would, if
selected, be willing to accept the terms and conditions of the State's
standard lease agreement which they have reviewed in advance
and is available online.
3.7.4.2 It must include the business name, address, telephone number, e-
mail address of the party submitting the 'letter of interest'; a
statement that the person submitting the 'letter of interest' is legally
authorized to do so.
3.7.4.3 The street address of the property offered for consideration; a brief
description of the proposed property including total approximate
square footage, clear height and dock availability.
3.7.4.4 Proposed parking accommodation that would be made available to
provide compliance with requirements listed in Subsection 3.1.9.
3.7.4.5 Current marketed full "gross" starting per square foot lease rate in
accordance with the definition provided in Subsection 3.1.2.
3.7.4.6 Whether the space is vacant, a listing of current occupants of the
building, disclosure regarding the current state of repair, and if the
building is in need of renovation and/or new construction.
3.7.4.7 An appendix must accompany the 'letter of interest' providing a map
diagram of the proposed property with its location highlighted and
depiction of surrounding/adjacent lots, notations regarding the
usage of properties in the surrounding area, and the nature (type) of
businesses in the surrounding area.
3.7.4.8 All 'letters of interest' must include the information specified above.
The State of New Hampshire reserves the right to accept or reject
any or all 'letters of interest' and any or all proposals.
3.7.5 The maximum size of file attachments per email is 25 MB. Letters of Interest
with file attachments exceeding 25 MB may be submitted via multiple emails.
3.8 Property of the Department
All material property submitted and received in response to this RFI will become the
property of DHHS and will not be returned to the respondent. The Department
reserves the right to use any information presented in any submission provided that
its use does not violate any copyrights or other provisions of law.

3.9 RFI Response Withdrawal
Prior to the closing date for receipt of submissions, a submission may be withdrawn
by submitting a written request for its withdrawal to Sole Point of Contact identified in
Subsection 3.2.
3.10 Public Disclosure
3.10.1 Any information submitted as part of a response to this RFI may be subject to
public disclosure under RSA 91-A. In addition, in accordance with RSA 9-F:1,
may an RFP be published by the Department, and a contract awarded, that
information will be made accessible to the public online via the website
Transparent New Hampshire. Accordingly, business financial information and
proprietary information such as trade secrets, business and financials models
and forecasts, and proprietary formulas are exempt from public disclosure
under RSA 91-A:5, IV.
3.10.2 Insofar as a Respondent seeks to maintain the confidentiality of its confidential
commercial, financial or personnel information, the Respondent may clearly
identify in writing the information it claims to be confidential and explain the
reasons such information may be considered confidential. This may be done
by separate letter identifying by page number and RFI section number the
specific information the Respondent claims to be exempt from public
disclosure pursuant to RSA 91-A:5.
3.10.3 Each Respondent acknowledges that the Department is subject to the Right-
to-Know Law New Hampshire RSA Chapter 91-A. The Department shall
maintain the confidentiality of the identified confidential information insofar as
it is consistent with applicable laws or regulations, including but not limited to
New Hampshire RSA Chapter 91-A. In the event the Department receives a
request for the information identified by a Respondent as confidential, the
Department shall notify the Respondent and specify the date the Department
intends to release the requested information. Any effort to prohibit or enjoin
the release of the information shall be the Respondent's responsibility and at
the Respondent's sole expense. If the Respondent fails to obtain a court order
from a court of competent jurisdiction enjoining the disclosure, the Department
may release the information on the date the Department specifies in their
notice to the Respondent without incurring any liability to the Respondent. The
Respondent is strongly encouraged to provide a redacted copy of their
Proposal.
3.11 Liability
Respondents agree that in no event shall the State be either responsible for or held
liable for any costs incurred by a Respondent in the preparation or submittal of or
otherwise in connection with their RFI response.

3.12 Closing Remarks:
The State of New Hampshire, Department of Health and Human Services thanks you
for your efforts in preparing a response. Although this Request for Information does
not require the State to issue a Request for Bid/Proposal or award contracts, the
information gathered in this process will be helpful in determining whether to move
forward with an RFP for warehouse space in the Concord, New Hampshire area, and
if so, how we may structure one to meet our goals.
