Invitation for Bids: Hurricane Valley Pump and Pipeline Project

PUBLIC NOTICE

The Washington County Water Conservancy District is issuing an Invitation for Bids for the Hurricane Valley Pump and Pipeline Project. A copy of the Invitation for Bids is available at wcwcd.gov/procurement .

Project Description: The Project consists of construction of a complete and functional pumphouse and approximately 5,300 feet of 12” PVC pipe, 3,200 feet of 10” PVC pipe, and 4,300 feet of 8” PVC pipe with related tie-ins and appurtenances.

Project Location: The project is located on the east side of Sand Hollow Reservoir in Washington County, Utah.

Scope of Work:  Pumphouse work consists of furnishing and installing a concrete cast-in-place building, pumps, piping, valves, fittings, heating/cooling equipment, electrical power, lighting and control systems, site grading, and other related work. Pipeline work consists of trench excavation, furnishing and installing pipe bedding, furnishing and installing pipe, valves, fittings, and appurtenances, connecting to existing pipelines, backfill and compaction, disposal of removed pipes, valves and fittings, and general clean-up.

Pre-Bid Conference: A mandatory pre-bid conference and site visit will be held at 10:00 am on Tuesday, October 14, 2025, at the project pumphouse site located on the east side of Sand Hollow Reservoir. Access to the site is through the State Park entrance and around the south side of the reservoir. Any bidder not attending the pre-bid conference will be considered non-responsive.

Plan Holders List: Contact Todd Gardner, P.E., Alpha Engineering by email toddgardner@alphaengineering.com or phone (435) 628-6500 to be placed on the plan holders list. Bidders must be on the plan holders list to submit a bid.

Bids Due: To be responsive to this Invitation to Bid, interested bidders must submit their bids no later than 10:00 am Mountain Daylight Savings Time on Tuesday, October 28, 2025. Late submissions, including those delayed by technical issues, will not be accepted. Bidders are solely responsible for ensuring their bids are submitted on time.

Bid Submittal: The District will manage this solicitation through the Kahua Online Bid Room application (Kahua). All bids must be submitted via Kahua. Kahua is a secure web-based application where bidders receive bid invitations and submit sealed bid proposals. Please see the Invitation for Bids for instructions on accessing Kahua.
