The City of Manhattan Beach (City) is soliciting proposals for MOBILE LICENSE PLATE RECOGNITION (LPR) SYSTEM provided by an experienced vendor (Contractor). Identifying the solution(s) that meet the City’s requirements will depend on the solution’s ability to serve the needs of the City now and in the future. The City intends to purchase five (5) LPR units with the option to purchase additional units throughout the duration of the agreement.
Contractors identified for shortlist interviews will be required to provide a virtual demonstration of their LPR system.
The City expects the successful Contractor to provide the hardware, software, and all related services described in this RFP. Additionally, the Contractor must respond to the attached Technical Compliance Matrix (TCM). The TCM is the detailed specification, and for each listed item, the Contractor shall indicate whether it is available immediately to comply, requires configuration/custom programming, is a future release, or the product or service cannot meet the requirement for each feature. Failure to respond to a requirement will be considered as the product or service not meeting the requirement.
Contractors are required to respond to the attached Pricing Workbook. All fees to meet the requirements of this RFP must be included within the categories provided in the pricing workbook. Any additional costs or alternate fee structures to meet the scope of work provided in the RFP must be rolled up by the Contractor into one (1) of the designated categories on the pricing workbook. Additional lines, columns, and entries to this tab are not permitted and will disqualify the entirety of the proposal submitted.
The City of Manhattan Beach (City) invites sealed proposals on the project described herein to be submitted via the City’s e-Procurement Portal, OpenGov. Proposals will be received until 3:00 pm on Friday, November 14, 2025 .
The City currently operates three (3) LPR systems for public safety monitoring and stolen vehicle detection. With a separate request for proposal, the City intends to procure pay-by-plate pay stations and mobile payment solutions to replace all existing single-space parking meters currently installed. The new LPR system will be utilized to enforce pay-by-plate parking payments, plate-based parking permits, stolen vehicles, and overtime infractions.
The City currently utilizes Turbo Data Systems for a citation issuance and processing system. Permits are manually processed, however transition to electronic plate-based permits is contemplated for the future.
