The City of Manhattan Beach is implementing the 28th Street Stormwater Infiltration Project to improve water quality. The City participated with adjacent agencies, including the Cities of Hermosa Beach, Redondo Beach, and Torrance, in developing the Beach Cities Enhanced Watershed Management Program (EWMP). The EWMP identified capital improvement projects the help improve water quality and address applicable impairments in the Santa Monica Bay, specifically related to Total Maximum Daily Load (TMDL). The Beach Cities EWMP identified a beach infiltration system as a high priority capital project within the City . A diversion structure is proposed on the Bond Issue (BI) 0286 storm drain (also referred to as the 28th Street Strom Drain), which is owned and operated by the Los Angeles County Flood Control District (LACFCD). Flows captured through the diversion structure will be pumped into a pretreatment sedimentation system and ultimately into a subsurface infiltration system. The diversion system will include an actuator and sliding gate to allow for maintenance. The diversion structure will allow dry-weather flows bypass to the downstream low flow diversion.

Some key elements of the Project with an Engineer's Estimate of $26 to $27 million include;

  • A diversion structure (modified manhole with grated drop inlet) on the 28th Street Storm Drain
  • Pumping systems downstream of the diversion structure
  • Pretreatment sedimentation and trash removal systems
  • Subsurface infiltration systems including approximately 40 drywells
  • Pervious pavement in the 26th Street Parking Facility

The City of Manhattan Beach (“City”) invites sealed proposals on the project described herein, 28th Street Stormwater Infiltration Project to be submitted via the City’s e-Procurement Portal, OpenGov. Proposals will be received until 10:00 am on Tuesday, October 21, 2025 .
