The County of San Mateo (the “County” or “SMC”) covers most of the San Francisco Peninsula. The region covers 744 miles and is home to nearly 800,000 residents and 20 incorporated cities. The County provides for the health and welfare of all people within its borders and serves as the local government for the unincorporated areas. Innovation thrives here in industries including bioscience, computer software, green technology, hospitality, financial management, health care, education and transportation. The County prides itself on how that prosperity fosters its commitment to protecting and enhancing the health, safety, welfare and natural resources of the community.
Since 1999, 30 public agencies (the “Agencies”) in San Mateo County that issue parking and moving violation citations have individually contracted with the same vendor for citation processing and related services selected from a competitive procurement process and using a model agreement negotiated by one entity acting as the Lead Agency. The Agencies have thrice through a Request for Proposal (RFP) process chosen a vendor whereby a Lead Agency conducted the competitive procurement process and other Agencies piggy-backed on that process and the resulting agreement.
The County’s intent in issuing this solicitation is to act as the Lead Agency in the RFP process that will result in the successful proposer being recommended to the other 29 Agencies as the qualified vendor of choice for the scope of work described in this RFP. Agencies may, but are not obligated to, enter into individual agreements for services as a result of the RFP process.
Enabling other Agencies to rely on the County’s competitive procurement process for this RFP leverages economies of scale, commonalities of practices and sharing of information amongst Agencies that will allow for the most efficient and cost-effective method of processing parking citations. Each Agency independently retains the right to reject any and all bids without cause and to decline to enter into an agreement with the Lead Agency selected vendor, regardless of the actions of any or all of the remaining Agencies.
