Title: LANDFILL GAS, AIR QUALITY AND DESIGN CONSULTING SERVICES AT COUNTY LANDFILLS.

The County of Greenville is seeking sealed proposals from qualified firms to provide Landfill Gas (LFG) and Air Quality data evaluation, reporting, design, permitting and miscellaneous regulatory consulting services for the Twin Chimneys, Blackberry Valley and Enoree Landfills in accordance with the requirements of Greenville County’s most current Title V Operating Permit, Greenhouse Gas Reporting Rule and any other regulatory requirements for the sites that may be forthcoming during the term of this contract.
Enoree Landfill: The closed Enoree Landfill is located in eastern Greenville County at 1311 Anderson Ridge Road, Greer, SC 29651. The site includes Phase I, a municipal waste landfill (21 acres), which was closed in 1994 and was capped with a Geosynthetic Clay Liner (GCL) and one foot soil liner. Phase II, a municipal waste landfill (70 acres), is closed as well and was capped with a geosynthetic liner system. Both Phases had active gas wells which supplied methane for the operation of two Caterpillar engines. The gas system is no longer in use due to the decline in LFG flow. The site is not subject to NSPS requirements nor does it have a Title V permit. Reporting is limited to Greenhouse Gas Reporting Rule compliance.
Blackberry Valley Landfill: The closed Blackberry Valley Landfill is located in western Greenville County, 409 Blackberry Valley Road, Greenville, SC 29617. The Landfill has a Gas Collection and Control System (GCCS) to collect Landfill Gas (LFG) currently generated by the Landfill. The GCCS is not currently being operated due to the decline in LFG flow. Blackberry Valley Landfill has seventeen (17) LFG extraction wells, eight (8) soil vapor extraction wells and twenty-three (23) methane monitoring probes. LFG was routed to a candle-stick type flare located on the site.
Twin Chimneys Landfill: Twin Chimneys Landfill is located in southern Greenville County, 11075 Augusta Road, Honea Path, SC 29654. This is an active landfill site which began operation in 2007 with both Class II and Class III disposal areas. Class II disposal occurs in Unit 2 (57 acres) while Class III disposal is in Unit 1 (45 acres) and Unit 4 (198 acres). Additional Class III Units 3, 5, 6 and 7 are permitted for future use.
The site has an existing Title V Air Permit dated December 10, 2020. A Tier II NMOC test was conducted in 2025, which demonstrated the site will not be subject to the NSPS requirements to install and operate a landfill gas extraction system for potentially five years.
An active gas collection system has been installed in Unit 1. The system includes 54 vertical wells and connection to 38 leachate cleanouts. Additional collection wells will be installed as Unit 1 is being closed. The collected gas is routed to a beneficial use project operating and owned by others
An active gas collection system has also been installed in Unit 2. This system includes 27 vertical wells, 4 horizontal cleanouts, and connection to 12 leachate cleanouts. Additional collection wells will be installed in Unit 2 as more waste is added.
The site also has a leachate evaporator as part ot the Title V Air Permit. The leachate evaporator is operated by Aptim and can evaporate upto 40,000 gallons of leachate per day.
