The City of Spokane Valley (City) solicits interest from consulting firms with expertise in eminent domain and condemnation.  This agreement will be for approximately two years in duration with the option for the City to extend it for additional time and money if necessary.  Consultants will be considered for the project outlined below.

The City reserves the right to amend terms of this “Request for Qualifications” (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses.

Project Description
The work to be performed by the selected consultant consists of legal services associated with right-of-way acquisition and condemnation assistance for the improvements on South Barker Road between Sprague Avenue and 8 th Avenue.  The project reconstructs Barker Road to a three-lane roadway with bike lanes and sidewalks.  The project also constructs a single lane roundabout at the intersections of 4 th Avenue and 8 th Avenue.  The major components of the consultant’s work may include:

  • Providing legal advice to the City on condemnation/eminent domain actions pursuant to Chapters 8.12 and 8.25 RCW and the Uniform Relocation Assistance Act.
  • Assisting the City with federally funded transportation project.
  • Representing the City in condemnation/eminent domain actions to obtain property rights needed to complete the S. Barker Road public right-of-way improvements.

The City will contract separately with the consultant selected as a result of this RFQ for the above-named project.

There is no mandatory DBE requirement (i.e. 0% mandatory DBE requirement) for these federal funded projects. Diversity Management and Compliance System (DMCS) reporting is still required.

Submittals will be evaluated and ranked based on the following criteria:

  2. Project Experience
  3. Project Management
  4. Organization & Clarity of the Statement of Qualifications (SOQ)
  5. Price

Submittal
For all submittal requirements, please review the complete RFQ, which is available on the City of Spokane Valley webpage, https://www.spokanevalley.org/publicnotices under the “Requests for Proposals/Requests for Qualifications” section.

Submittals must include the following information: firm name and main phone number; name and e- mail address for Principal in-Charge and Project Manager; disciplines provided by the firm and total number of employees within Washington State.  Similar information shall be provided for any subconsultants.  A Business Statement form must be attached to the SOQ for the prime consultant and each sub-consultant (if any).
