Description

.1 Working towards the outcomes and objectives identified within the RFP, including appendices and reference documents, the successful Proponent is to apply proven Alberta Parks-based (non-urban) planning and technical design practices in conjunction with appropriate tools and skilled resources to achieve the following end results desired by the province:

.1 A comprehensive Infrastructure Development Plan (IDP) for the development of initial infrastructure to provide vehicle and pedestrian access within Big Island Provincial Park (BIPP). Alberta Parks defines an IDP as a capital planning document that includes a needs assessment, defines programming requirements, proposes options for development recommendations and presents implementation strategies for infrastructure within a targeted area of a designated Facility Zone on Alberta’s Crown Land.
.2 Provisional Phase: Based on the comprehensive IDP the consultant will complete further Assessments, Conceptual Design, Detailed Design, Approval Process, Issued for Tender and Issued for Construction and Project Close Out phases for the site to achieve the end result desired by the province for the initial phase of construction.

.2 The work to be accomplished under this project is visioned as 2 – part:

.1 Part 1: To complete capital infrastructure development planning exercises to support interim development to provide safe and easy access to Big Island Provincial Park (BIPP). More specifically, this includes:
.1 Entry from 199 Street to park. Access road to provide vehicle visitor access to BIPP top of bank.
.2 Create parking area off access road with approximately 30-50 stalls and amenities including vault toilet, trash/recycle bins, signage, etc.
.3 Minor trail improvements to access river valley and crossing location to the Big Island.
.4 Create a formal crossing structure to cross the flood/wet area to access Big Island.
.5 Add signage using Alberta Parks standard sign and catalogue as needed.
.6 Increase accessibility wherever reasonably possible.
Following completion and approval by internal decision-makers, these
deliverables will guide detailed design and infrastructure implementation.

.2 Provisional - Part 2: To complete detailed design, issued for tender, issued for construction and construction administration for the interim development of the planned infrastructure outlined in the IDP.
