The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
IAW FAR 3.104-3, the Government has taken deliberate steps on the prohibition on disclosing procurement information. The Government intends to make this acquisition a process that is fair and transparent. Accordingly, all historical data, operational practices, and facility information will be made available to all offerors. Any information known to the Government that could reasonably affect pricing, staffing, risk analysis, or feasibility will be disclosed to all offerors.
The Government invites qualified professional entities to submit a proposal by following the instructions in Section 3 of the solicitation, complete the required portions of the attached document, and submit it to the address shown in Item 15 of the Standard Form 1449 that follows this invitation.
The Government will consider an award to other than the lowest priced offeror or other than the highest technically rated offeror. All evaluation factors and significant subfactors that will affect contract award, and their relative importance shall be, when combined, significantly more important than proposal cost or price.
We are using procedures outlined in FAR Part 15 and the Tradeoff Process described in FAR 15.103-1. In a tradeoff source selection process, the Government may make award to a qualified offeror without holding exchanges, although communications may be held if determined to be in the best interest of the U.S. Government with offerors before or after a competitive range is established.
The Embassy will conduct a site visit for interested parties on February 17, 2026, at 10:30 AM at the US Embassy Rabat. Prospective offerors should contact: rabatgsocontracts@state.gov no later than February 12, 2026, with the names and ID card information for those wishing to participate in the site visit. Please be sure to bring the solicitation document with you to the site visit. No extra copies will be provided.
Questions are due by February 25, 2026, at 16:00 local time, via rabatgsocontracts@state.gov
Offers are due by March 16, 2026. No offers will be accepted after this time. Proposals must be in English and incomplete proposals will not be accepted or reviewed.
Your proposal must be submitted electronically to rabatgsocontracts@state.gov , and not exceed 30MB.
