Description

DESCRIPTION: The diesel fuel tank (2000 gallon, model ConVault) containment system has failed and is filling with water. If the fuel containment take were to leak, then the containment would polute the local area and the overall structural integrity would fail.



TASKING:




  • Contractor shall provide all personnel, equipment, transportation, tools, materials, and other items. Services necessary for repairing the tank, connections, and containment system include:


    • Troubleshoot to Identify the cause of failure. Inspection must completed first.

    • Remove fuel from the tank as necessary as well as water from the containment to complete the work. Dispose or store in accordance with local and state requirements.

    • Repair/replace damaged components to meet local and state requirements.

    • If unable to identify the problem, provide recommendations for solutions to complete repairs.

    • On-site troubleshooting (not to exceed 24 hours





This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.



Instructions to offerors, evaluation criteria, and all applicable FAR Provisions and Clauses are attached.



The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offers: past performance (the contracting specialist’s knowledge of and previous experience with the service being acquired).



The solicitation number is SPS-USCG-250001 and is issued as a Request for Quotation (RFQ).



The solicitation document and incorporated provisions and clauses are those in effect through FAC# 2023-05 Effective Date 08/08/2023, HSAR 6/21/2023, HSAM OCTOBER 2009, CGAP Change Notice 2023-05.



SERVICE CONTRACT ACT WD # 2015-5577 REVISION # 24 LAST REVISED DATE MAY 2, 2024 APPLIES.



This acquisition is set-aside 100% for SMALL BUSINESS.



Where Federal Acquisition Regulation clause language is inconsistent with FAR 13.004, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR 12.302 to be consistent with a request for quotations. This tailoring includes but is not limited to the following: In accordance with FAR 13.004, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR 13.004. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word.
