The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The Contractor shall provide and install the new electronic door lock and access control system to achieve a grade-1lock standard, a standalone handheld programming device, off-line software which eliminates the need for secured network connectivity, comprised of 231 door locks; Bldg.72 93 locks (86 interior and 7 perimeter doors) Bldg.55 24 locks (20 interior and 4 perimeter doors) Bldg.3619 24 locks (20 interior and 4 perimeter doors). 1 perimeter door for Bldg. 72 includes a handicap button that shall be incorporated into the new electronic door lock but can only be activated by authorized residents. The new system shall provide real-time monitoring, encrypted communications, audit trails, ease of access through Radio Frequency Identification (RFID) technology, and centralized access control for managing access permissions for residents, Unaccompanied Housing (UH) staff, and vendors.
****Amendment A0001 - This solicitation has been amended, the purpose of this amendment is to update Attachment 7 - Site Visit Instructions to reflect the location of the site visit meeting in the Section “Offerors with Base Access” from “Building 22026” to “Building 72”. The updated location has been highlighted, bolded and underlined within Attachment 7.
****Amendment A0002 - This solicitation has been amended, the purpose of this amendment is to include the Combined Synopsis Solicitation Memorandum to the solicitation.
****Amendment A0003 - This solicitaion has been amended, the purpose of this amendment is as follows:
- To extend the Response Due Date for the Solicitation from 8 August 2025 to 15 August 2025 at 4:00 PM (EST) and include additional content in section 4. All changes have been highlighted in blue.
- To provide answers to questions asked during the Site Visit conducted on 29 July 2025 along with building maps and photos from the Site Visit.
- To amend Attachment 2 - Performance Work Statement (PWS) Section 1 Description of Services. All changes have been highlighted in yellow.
- To amend Attachment 8 - Mandatory Pricing Summary to reflect quantity changes to the requirement.
