PURPOSE OF PROPOSAL
The Savannah Airport Commission (SAC) is soliciting proposals from qualified firms to
provide redesign services for the Credentialing Office, including recommended design
options. The proposed design solution shall support and enhance the overall efficiency
and workflow of the Credentialing Office.
The selected provider will be responsible for conducting a scheduled site assessment
to evaluate existing space utilization and operational workflows; providing a cost
estimate for the design noted in this RFP; developing conceptual and final design
recommendations; providing space planning, layout options, and visual renderings as
applicable. Participation in this RFP process is at the sole expense of the proposer.
Any costs incurred during proposal preparation or submission will not be reimbursed
by the Commission.
Proposals for the redesign services for the Credentialing Office will be received by the
Savannah Airport Commission until 5:00 P.M. (EST), May 19, 2026, at which time they
will be opened by the Commission's Purchasing Manager, whose contact information

Airport Overview
The Savannah/Hilton Head International Airport (the "Airport") is operated by
Savannah Airport Commission, a public body corporate organized under the laws of
the State of Georgia (Georgia Code L-1952, Section 13) ("Commission"), and an
operating agency of the City of Savannah. Commission consists of five members,
appointed by the Mayor and Aldermen of the City of Savannah, for a term of five
years.
The Commission is responsible for the improvements, maintenance, and operation of
the Airport, and it is authorized to enter into contracts for the rental of buildings, land,
office space and other property; to adopt rules and regulations for the operation of
the Airport; and to have control, custody and direction of all lands, properties and
improvements affixed thereto by the actions of the General Assembly, and to have
general direction of the same. The Commission meets monthly, usually at 9:00 a.m.
on the first Wednesday of each month, in the Commission Conference Room,
located on the third floor of the terminal building at 400 Airways Avenue, Savannah,
Chatham County, Georgia. The Commission acts by and through its Executive
Director and staff on all matters pertaining to the management and operations of the
Airport.
The Airport is a 3,681-acre site located approximately eight miles northwest of the
business district of Savannah, only 45 minutes from Hilton Head Island, South
Carolina, and less than two hours from the Golden Isles at Brunswick or Charleston,
South Carolina. The following major airlines serve the airport: Allegiant Air, American
Airlines, Avelo Airlines, Breeze Airways, Delta Air Lines, JetBlue Airways, Southwest
Airlines, Sun Country Airlines, and United Airlines. Collectively these airlines, along
with affiliated regional air carriers, transported approximately 4.1 million passengers
in 2024.

Mandatory Preproposal Meeting Information A mandatory Pre-Proposal Meeting will be held on April 20, 2026, at 1:30 PM (EST) at the following location: Savannah Airport Commission 640 Gulfstream Road Savannah, GA 31408 All interested proposers are required to attend the pre-proposal meeting to be eligible to submit a proposal response. A virtual attendance option will be available via Microsoft Teams for those unable to attend in person. Proposers must RSVP to Melanie Freeman via email (as provided below) by 5:00 PM (EST) on April 19, 2026, indicating whether they will attend in person or virtually. Upon RSVP for the virtual meeting, a Microsoft Teams link will be provided. A mandatory site visit will be conducted immediately after the preproposal meeting. Please be prepared to conduct measurements. Important: Proposers who choose to attend the meeting virtually must also attend the site visit on April 23, 2026, at 8:00 AM (EST). Cone of Silence
Upon issuance of this solicitation and continuing until a final contract award is made
or the solicitation is withdrawn, rescinded, or cancelled, all communications regarding
this solicitation by any Respondent, proposer, bidder, or any of their officers,
employees, agents, lobbyists, or representatives are strictly prohibited, whether direct
or indirect, with any member of the governing authority, evaluation committee, or staff
of the issuing agency, except as expressly authorized in this solicitation. All
communications must be submitted in writing to the Procurement Officer identified
herein. Any violation of this Cone of Silence shall be grounds for immediate
disqualification, rejection of the submittal, or other sanctions permitted by law.

Contract Term
A formal contract for services will be executed between the Savannah Airport
Commission (SAC) and the selected proposer prior to the commencement of any work.
No services shall begin until the contract has been fully executed by all parties.
Following contract execution, a Notice to Proceed (NTP) will be issued by the
Savannah Airport Commission.
The contractor shall not incur any costs or perform any work in advance of receiving
the official Notice to Proceed. Any work performed prior to contract execution or
issuance of the Notice to Proceed shall be at the contractor's sole risk and expense.
The Commission may adjust contract specifics between renewal periods to
accommodate changing requirements.
Convenience Termination of Contract
The Commission reserves the right to terminate a Contract, in whole or in part, at
any time if it determines that such action is in its best interest. Termination may be
initiated with or without cause, including but not limited to unsatisfactory performance
by the service provider.
In such an event, the Commission will provide the service provider with thirty (30)
days' written notice, specifying the effective date of termination. No penalties or
termination fees shall be due to the service provider as a result of such termination.
Scope of Services
The selected firm shall provide comprehensive redesign services for the Savannah
Airport Commission (SAC) Credentialing Office, with the goal of enhancing
operational efficiency, workflow, and space utilization. The room requiring design
measures approximately 35 feet in length and 18 feet in width.
Proposers are responsible for obtaining accurate measurements during the
mandatory site visits, as the dimensions provided are approximate. SAC is not
responsible for the accuracy of these measurements, and all proposals must be
based on the measurements verified by the proposer. The Scope of Services
includes, but is not limited to, the following:
1. Site Assessment
* Conduct a comprehensive site visit per the RFP timeline to verify existing
conditions, space constraints, and measurements.
* Evaluate current workflow, staffing requirements, and functional needs.
* Identify opportunities to improve efficiency, safety, and accessibility.
2. Design Development
Provide a redesign based on SAC's proposed layout that includes, at a minimum:
* Four (4) workstations, including one (1) ADA-compliant workstation.

* Employee workstations shall be two-sided with a seated-height desk for the
employee and the customer
* The employee side shall be L-shaped desks designed to accommodate two
(2) 24" monitors per workstation, each supporting two keyboards, space below
for computers, a flat-panel scanner and badge printer (approximately 18.5
inches (length) x 6 inches (depth)).
* The customer facing side shall be a sitting-height counter capable of
accommodating a webcam or camera tripod, signature pad.
* Efficient wall separations and optional privacy partitions.
* Concealed and organized electrical wiring and cable for all workstations.
* Desk configurations capable of supporting webcam functionality.
* Filing cabinets with two (2) to three (3) drawers per workstation, along with
lockable desk-mounted and/or wall-mounted cabinets.
* A waist-height cabinet capable of supporting a Konica scanner, with enclosed
storage below.
* A break area with adequate table space for employee breaks. A cabinet is
needed to accommodate the following items:
Standard-size microwave
o
Fridge (approximately 59.5 inches height x 24 inches width x 26 inches
o
depth)
Coffee machine (approximately 17.5 inches height x 10 inches width x
o
20 inches depth)
Allocated space for a Brio water machine (approximately 50 inches
o
height x 12 inches width x 13 inches depth)
Provide optional redesign proposals, including alternative or unique layouts, if
improvements to SAC's proposed layout are recommended.
* Specify proposed color schemes for wall separations, desks, drawers, and
partitions, and include optional color selections for SAC review and approval.
* The main entrance door shown in the layout currently exists. The employee
door shown does not exist and must be included in the new design. This new
door shall be installed within the interior of the Credentialing Office.
* Cabinetry Above Workspace: design shall provide above-desk, lockable
cabinet space for each workstation to ensure secure storage and maximize
workspace efficiency. The quantity shown in the referenced image is for
illustrative purposes only and does not represent the required number of
cabinets. The final number, configuration, and layout of cabinetry shall be
determined at the proposer's discretion based on their design.
3. Cost Estimation
Provide separate and itemized pricing for the following:
* SAC's proposed layout design.
* Any recommended alternative or unique layout designs.
* Optional design features, enhancements, or modifications.

4. Visual Renderings and Documentation
* Provide conceptual and final design renderings (2D and/or 3D).
* Include all drawings with dimensions, specifications, and material labels.
* Ensure all designs comply with ADA requirements and applicable safety and
accessibility standards.
5. Coordination and Review
* After award, coordinate with SAC staff throughout the design process to
obtain feedback and approvals.
* After award, participate in design review meetings as requested by SAC.
6. Deliverables
* A written design report outlining design concepts, rationale, and workflow
analysis.
* Conceptual and final layout drawings, including all specifications, colors, and
materials.
* Detailed and itemized cost estimates for proposed and optional design
solutions.

Proposed Layout Design
Note: The layout design provided herein represents the Savannah Airport
Commission's (SAC) proposed conceptual layout based on SAC's desired workflow
and operational needs. Proposers shall submit pricing for SAC's proposed layout
design, as well as separate pricing for an alternative or unique layout design if
recommended by the proposer.
Proposers shall also provide detailed pricing, layout drawings, and measurements for
any recommended modifications or enhancements to SAC's proposed design. All
alternative layouts must clearly identify deviations from the proposed layout and
include sufficient detail to allow for evaluation and comparison.
The layout designs included in this solicitation are conceptual in nature and are
provided for illustrative purposes only. They are not intended to represent final or
drawings, but rather to convey the general configuration, functionality, and design
intent desired by SAC.
