1. INTRODUCTION
1.1. Purpose of RFP
The Los Angeles Community College District (LACCD) is soliciting proposals from qualified
insurance Brokers to furnish comprehensive medical insurance services that meet or
exceed the requirements of F-1 and M-1 Visa regulations for international students who
attend any of its nine colleges. The selected Broker shall assist the District with sourcing
affordable, high-quality health insurance plans, including enrollment and waiver
management, and ensure ongoing administrative and customer service support to
participating colleges and students.
Background
On average, approximately 3,000 international students attend LACCD colleges each year.
Under the program, each student will be charged a standard fee at the time of registration
that equals the cost of group medical insurance purchased by LACCD on the student’s
behalf. LACCD will then remit the collected premium to the selected insurance
broker/agent for payment to the carrier. Through this RFP, LACCD will contract with a
single broker/agent to place the insurance with a single carrier to underwrite the
coverage.
Coverage for spouses and dependent children will be optional and must be purchased and
paid for by the student directly to the broker.
The District expects that the Contractor shall market the District to the broadest insurance
marketplace for the cost-effective and timely placement of International Student Health
Insurance coverage for all eligible International District students. The Contractor shall also
provide additional support services to the District as included with the overall scope of
services and fixed-fee cost for this account as the District may desire to use from time to
time during the term of the Agreement, which may include, but not limited to, coverage
analysis, consultation and assistance with claims, market research, loss trending and
benchmarking, occasional reviewing vendor contracts, participating in claims reviews,
reporting claims, and serving as a liaison as well as an advocate for the District and
students with insurance companies. This RFP No. 26-02 is specific to the International
Student Insurance program, and excludes employee health and welfare benefit, or any
other District insurance programs

The District was organized in 1969 and is governed by an elected Board of
Trustees and is part of the statewide California Community College system.
