Request for Proposal
San Miguel County, Colorado, through the Office of Emergency Management, is
soliciting proposals from qualified professional planning firms or consultant teams to
update the County's multi-jurisdictional All-Hazard Mitigation Plan (AHMP). The
completed plan must satisfy all applicable federal and State of Colorado local hazard
mitigation planning requirements in effect at the time of review and must be approvable
by the Colorado Division of Homeland Security and Emergency Management (DHSEM)
and the Federal Emergency Management Agency (FEMA).
The selected consultant will lead a comprehensive, inclusive, multi-jurisdictional
planning process, update the hazard identification and risk assessment, evaluate
progress since the 2023 plan, develop jurisdiction-specific mitigation strategies and
actions, coordinate public and stakeholder engagement, prepare all required review
documentation, support State and FEMA review, and assist each participating
jurisdiction through adoption and final FEMA approval.
Any task, analysis, meeting, revision, documentation, mapping, or other work reasonably
necessary to obtain FEMA approval of the updated multi-jurisdictional plan shall be
considered part of the proposed scope unless expressly identified as an optional service.
San Miguel County has applied for $100,000 through the Natural Disaster Mitigation
Enterprise program to fund this project and expects to know whether the application
was successful prior to Oct. 29, 2026.
Background
San Miguel County's current All-Hazard Mitigation Plan was adopted by the County on
March 29, 2023 and approved by FEMA on April 14, 2023. The plan is multi-jurisdictional
and is intended to reduce losses from natural and human-caused hazards while
maintaining eligibility for applicable federal hazard mitigation assistance programs.
FEMA-approved local mitigation plans must be updated and resubmitted for approval at
least once every five years to maintain eligibility for certain FEMA assistance.
The current plan includes San Miguel County and participating municipal and fire
protection district jurisdictions. For this update, the County intends to include all
incorporated municipalities and all fire protection districts within the planning area,
including jurisdictions that did not participate in the 2023 update. The anticipated
participating jurisdictions are:
* San Miguel County
* Town of Telluride
2

* Town of Mountain Village
* Town of Norwood
* Town of Ophir
* Town of Sawpit
* Egnar/Slick Rock Fire Protection District
* Norwood Fire Protection District
* Telluride Fire Protection District
The County will confirm the final list of eligible participating jurisdictions at project
kickoff. The consultant shall accommodate jurisdictional boundary conditions, including
any participating special district territory that extends beyond San Miguel County, and
shall clearly document the geographic scope used for each risk assessment and
mitigation strategy.
The 2023 AHMP, current Emergency Operations Plan, Community Wildfire Protection
Plan, and other County/jurisdictional plans, studies, GIS datasets, and mitigation project
records will serve as source material. The consultant is expected to preserve useful
existing information, verify its continued accuracy, and update or replace it where
conditions, hazards, development, data, policy, or FEMA requirements have changed.
Governing Standards and Required Compliance
The work must comply with the most current requirements in effect at the time the plan
is submitted for review, including at minimum:
* Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended,
including the Disaster Mitigation Act of 2000;
* Title 44 Code of Federal Regulations (CFR), Part 201, including 44 CFR 201.6, Local
Mitigation Plans;
* FEMA Local Mitigation Planning Policy Guide (2025 edition, or any superseding
policy in effect during the project), including the Local Mitigation Plan Review Tool;
* FEMA Local Mitigation Planning Handbook (2025 edition, or any superseding
handbook in effect during the project);
* Applicable FEMA guidance for National Flood Insurance Program (NFIP), repetitive
loss/severe repetitive loss information, flood risk, and high hazard potential dams
when applicable;
* Applicable Colorado DHSEM mitigation planning requirements, review procedures,
templates, and technical direction; and
* Any applicable grant award conditions, 2 CFR Part 200 requirements, and County
contract/procurement provisions incorporated into the final agreement.
3

The consultant is responsible for monitoring changes to applicable federal or state
planning requirements during the project and incorporating required changes without
compromising the County's eligibility or review schedule.

departments, towns, special districts, state/federal agencies, utilities, and other
partners
4

data gap and request matrix.
Task 3 - Planning Process and Multi-Jurisdictional Participation

representation from each participating jurisdiction
* Develop a participation protocol that clearly establishes the level of participation
necessary for each jurisdiction to remain eligible for inclusion in the FEMA-approved
plan
* Document how each jurisdiction participated in meetings, data collection, risk
assessment, capability assessment, mitigation action development/prioritization, plan
review, and adoption
* Coordinate outreach to neighboring communities, regional/state/federal agencies,
special districts, utilities, infrastructure operators, nonprofit and community

in/attendance records, and follow-up materials
Deliverables: planning team charter/participation protocol, meeting materials and
records, jurisdiction participation matrix, stakeholder coordination record.
Task 4 - Public and Whole-Community Engagement
* Prepare and implement a public involvement strategy that provides the public
meaningful opportunities to participate during plan development and to review the
draft plan before approval
* Use multiple engagement methods appropriate to San Miguel County's geography
and communities, which may include public meetings/open houses, virtual meetings,
surveys, web content, social media, targeted interviews, stakeholder workshops, or
other methods proposed by the consultant
* Include deliberate outreach to populations and groups that may experience
disproportionate hazard impacts or barriers to participation, including people with
access and functional needs, older adults, low-income households, people with
limited English proficiency, geographically isolated residents, and other locally
identified populations
* Document public comments received, how comments were considered, and any
resulting plan changes
Deliverables: public engagement plan, outreach materials, survey/engagement results,
public meeting records, comment-response matrix.

planning area, documenting type, location, extent, previous occurrences,
probability/future conditions, and other characteristics required by FEMA
* Retain and update appropriate human-caused and technological hazards from the
existing All-Hazard plan as directed by the County, while ensuring that all FEMA-
required natural hazard content remains fully compliant
