This is an amendment to a previously synopsized requirement for the National Park Service, Crater Lake National Park to clean and inspect water tanks.
The purpose of this Amendment no. 02 is to provide all interested parties additional Q &A as follows:
QUESTIONS AND ANSWERS:
(1) Is there a place on-site for discharge within 100'? If not, how far is the nearest discharge location? Is hauling required, etc.? Answer: No discharge within 100', nearest discharge is Mazama dump station about 7 miles from Garfield, 4 miles from Headquarters, about 1 mile from Mazama tank.
(2) Can a 24' trailer and a 4WD truck get within 50' of each tank? How far from the Garfield tank will parking be? Answer: Tight fit at Headquarters tanks and could be hard to turn around. Garfield is 0.7 miles from the parking area to the tank. Realizing that's a bit far to walk-haul equipment, the park will allow use of mechanical toters but there is a width restriction of 36" because any wider and they won't fit to go up/down the trail. Use of an ATV type motorized vehicle is not allowed as they're too wide for use on the tail. This is mentioned in solicitation Attachment 3, Statement of Work, Section 3.6 Vehicles/Heavy Equipment, Item J.
(3) Does each tank have at least a 24" hatch on top? Answer: Yes at least 24" hatch on each tank.
(4) What type of tanks are these? Concrete, Steel Welded, On-grade, Buried, etc.? Answer: Garfield is concrete half in ground half out, other tanks are above ground steel welded.
(5) Is the period of performance required or flexible? Answer: It's flexible. Crater Lake National Park hopes that a contractor could at least complete the work at Garfield tank location since it's trail-only access and is more complicated of a site, before the weather turns to the point of not being able to access the site. It's anticipated that the Garfield work could be completed before end of October 2026 (weather dependent). The total period of performance for the contract is September 28, 2026 through July 31, 2027 in the event a seasonal shutdown period has to be put into effect. The park does receive heavy snowfall in Fall and Winter months so it's iffy as to whether all of October 2026 will be free of snow enough to accomplish the work at Garfield site, or all the sites The solicitation asks quoters to include their anticipated project schedule as part of their quote submittal (see instructions for what to include in quote and evaluation factors in Attachment 1).
Solicitation response date has not changed. Quotes are due by 4pm PDT on Wednesday, September 16, 2026, emailed to Phaedra_Fuller@ios.doi.gov.
The Government reserves the right to cancel this solicitation.
