Title: Innovations in Bike and Pedestrian Project Delivery RFP - Time Extension

SJCOG proposes to develop a path to streamline bike and pedestrian project development and delivery in San Joaquin County. The selected firm will be tasked with preparing a comprehensive update to the 2012 Regional Active Transportation Plan, known as the Regional Bicycle, Pedestrian, and Safe Routes to School Master Plan. The goals of the plan include increasing bicycle and pedestrian mobility and connection throughout San Joaquin County; improving bicycle, pedestrian, and school access safety; increasing education and awareness of bicycling and walking in San Joaquin County; and, addressing congestion near schools and on the Regional Congestion Management Program (CMP) network. The plan identifies bikeways and pedestrian projects of regional significance and includes an implementation and funding strategy to help agencies involved in the implementation of the plan. In addition, the selected firm will develop a tool kit resource that will aid member agencies in planning and promoting projects to successfully secure future grants.
Previous studies include SJCOG's Regional Bicycle, Pedestrian, and Safe Routes to School Master Plan, Active Transportation Plan in Priority Neighborhoods, STEP grant bikeshare program project siting and implementation, Lodi Greenline Feasibility Study, Public Health Impact Analysis, and data from the REAP 2.0 Regional Mobility Hub Plan. These identified objectives will meet several SB1 study priorities, including first/last mile project development, provide information on mode shift potential for disadvantaged communities, aid in improving access to community destinations, evaluation of connectivity in the multi-modal transportation network, and increasing effectiveness for project development and funding.
Statement of Qualifications (SOQ) should include information demonstrating the consultant’s understanding of the project, expertise and past performance conducting similar projects and project team as outlined in this solicitation. The top-ranking consulting firms, after evaluations are conducted by the evaluation panel, will be invited to submit a detailed scope of work, cost proposal, and schedule for the project.
In collaboration with identified stakeholders in San Joaquin County, the consultant will generate an updated regional active transportation plan designed to guide investments in active transportation infrastructure to serve the cities, county, and all residents of San Joaquin County.
The primary goal of the plan is to assist member agencies in implementing programs and infrastructure investments that will meet SB1 study priorities, including first/last mile project development, provide information on mode shift potential for disadvantaged communities, aid in improving access to community destinations, evaluation of connectivity in the multi-modal transportation network, and increasing effectiveness for project development and funding. The plan supports the broader strategies identified in SJCOG's 2022 Regional Transportation Plan / Sustainable Communities Strategy (RTP/SCS):
