The San Joaquin Council of Governments (SJCOG) is the designated federal Metropolitan Planning Organization and State Regional Transportation Planning Agency for San Joaquin County. As such, SJCOG coordinates the region’s transportation projects and programs. The agency operates under a joint powers agreement among its eight member municipalities as well as the county government.
SJCOG is soliciting statements of qualifications from consulting firms to provide professional design services. SJCOG in partnership with the California Department of Transportation (Caltrans) is requesting these services for the SR99/SR120 Interchange Improvements Phase 1B Modifications.
Statement of Qualifications (SOQ) should include information demonstrating Consultant’s understanding of the project, expertise and past performance conducting similar projects and project team as outline in this RFQ. The top three (3) proposers, after evaluations are conducted by the evaluation panel, will be invited to submit a detailed scope of work, cost proposal, and schedule for the project.
The services provided under this solicitation will be funded with federal funds. Additionally, it is anticipated that the construction phase will be federally funded, both which necessitate compliance with both State and Federal requirements for design and construction. Consultant shall demonstrate familiarity of federally funded projects and with clear understanding of requirements/needs to facilitate the project through Caltrans Local Assistance and Local Assistance Procedures Manual.
SJCOG shall not discriminate on the basis of race, color, national origin, or sex in the award and performance of any federal-assisted contract or in the administration of its Disadvantaged Business Enterprises (DBE) program or the requirements of 49 Code of Federal Regulations (CFR) Part 26, as amended. It is the policy of SJCOG to ensure nondiscrimination in the award and administration of all contracts and to create a level playing field on which firms can compete fairly for contracts and subcontracts relating to SJCOG construction, procurement, and professional services activities. The contractor, sub recipient or subcontractor shall not discriminate on the basis of race, color, national origin, religion, age, disability, or sex in the performance of this contract. This applies to all consultants’ and subconsultants’ employment, solicitations, selection of subconsultants and procurement of materials.
