The San Mateo County Office of Budget, Policy, and Performance, within the County Executive's Office, seeks a commercial off-the-shelf (COTS) software as a solution (SaaS) platform for the County's budgeting and financial planning processes that integrates with the Counnty's existing accounting system, Central Square's Central Square's One Finance and Accounting Solution (OFAS), the existing personnel management platform, Workday, and can publish an online budget with print budget book publishing capabilities. This solution will enable County staff to collaborate in developing biennial operating and capital budgets, perform financial forecasting, gain financial insights from budget information, and utilize contemporary technology to assist the Board of Supervisors in fulfilling their fiduciary responsibility to the residents of San Mateo County.
San Mateo County serves 764,442 residents who live in 20 cities and the unincorporated areas of the County. With 57.7 miles of coastline, San Mateo County is situated in the heart of Silicon Valley and is home to a number of technology and biotechnology businesses. The County employs 5,851 staff who work in 34 Departments. The County publishes a biennial budget with annual revisions that include minimal revisions for the second year. The County publishes four budget publications each year: a Recommended Budget, September revisions, Adopted Budget, and Mid-Year Report to the Board of Supervisors. The most recent FY 2024-25 Adopted Budget includes $5.25 billion in revenue and expenditures in 108 Funds. Additionally, the County publishes a 5 Year Capital Improvement Plan, with the most recent update for FY 2023-28 containing projects totaling $1.8 billion. The County also publishes a Children, Youth, and Families Budget which included $791 million in funding for FY 2023-25.
