The County seeks by way of this RFP to obtain proposals for the Master Deconstruction Program (Program) and Benefits of Deconstruction Workshops (Workshop) from all qualified providers who have knowledge and expertise with providing deconstruction training services, or similar services, indicated. Agencies or individuals must be able to show that they are capable of performing the services requested. Such evidence includes, but is not limited to, the respondent's demonstrated competency and experience in delivering services of a similar scope and type and local availability of the respondent’s personnel and equipment resources. The budget for this project is $10,000 per year.
Respondents should submit only one quote but may be a participant on more than one response.
The Program is an approximately weeklong 40-hour course offered to members of the public, which focuses on deconstruction topics such as local salvage yards, tax benefits, tools, safety, removing fixtures, cabinets, flooring, framing, etc. and other solid waste reduction related topics. This Program provides a more detailed, in-depth, and hands-on learning experience than a two-hour Benefits of Deconstruction Workshop. The Workshop will have topics, including but not limited to, local salvage yards, tax benefits, costs of deconstruction versus demolition, examples of deconstruction, etc.
At the end of the Program, participants have enough familiarity with deconstruction that they are able to teach others about the topic and implement any of the skills successfully in their own lives.
The Contractor will update course curricula and support the execution for the Program with input from County staff. The curricula must be engaging, relevant, and current for community members. The Contractor will be expected to incorporate feedback on course curricula on an annual basis and revise the curricula accordingly. In addition, the Contractor will establish metrics for success, strategies for inclusive community outreach, and guidelines for future program administration.
Construction materials have historically comprised approximately one third of the waste generated and transported to our landfills. The Program started in 2019 and has since trained many residents and community members in the County on deconstruction.
The Program was typically a 12-day deconstruction course focusing on whole house deconstruction composed of up to 20 students from different cities in the County. The Program is being shortened to focus more on soft demolition or remodeling projects where students can get an overall idea about the deconstruction process and how to apply it to their own projects or at work.
The Program also provides education on ways to reduce waste, specifically by reusing and recycling construction materials, but other diversion programs offered to residents are also shared with the classes.
