Project Description: There will be a mandatory pre-bid conference held on Friday, March 27, 2026, at 11:00 AM at the Susquehanna Water Treatment Plant, 900 S Fifteenth Street Columbia, PA 17512. Press the call button at the gate upon arrival for entry. There will be signs directing attendees to the meeting area. It is encouraged that bidders drive the route of the transmission main following the meeting.

B562-26-03 Susquehanna Large Diameter Transmission Main Installation Project – Phase 2A
CITY OF LANCASTER, PA
The City of Lancaster, PA (“City”) is seeking competitive bids to install a 42” finished Water Transmission Main from the Susquehanna Water Treatment Plant to the Oyster Point Reservoir (approximately 15,520 linear feet of large diameter piping) (the “Project”).
In general, the work under this contract consists of installation of approximately 15,250 linear feet of 42-inch ductile iron cement lined transmission, seven blow off fire hydrants, three 42” air-release calves, thirtees42-inch valves with four stream crossings and water fittings. The work consists of installation of the proposed lines as shown on the drawings; installing, testing and disinfecting proposed fittings and pipe; and securing into place; and restoring the area to pre-construction conditions.
The materials (pipes, valves and appurtenances) for the work will be procured in advance and provided by the City.
The work shall be substantially completed by March 31, 2027, and fully completed within 40 days following substantial completion.
The successful bidder shall be required to comply with all applicable laws protecting individuals from discrimination.
The Project and contract are subject to certain requirements, including making payment of certain minimum salaries and wages, compliance with the Steel Products Procurement Act and other applicable requirements of federal and state law as specifically set forth the Instructions to Bidders.
The Project will be funded in whole or in part by a grant from the Commonwealth Financing Authority under the administration of the Commonwealth of Pennsylvania. Additionally, the Project will be funded in whole or part with federal monies obtained by PENNVEST from the U.S. Environmental Protection Agency, awarded by PENNVEST to the City though the Drinking Water State Revolving Loan Fund carrying a Catalog of Federal Domestic Assistance (CFDA) number of 66.468. Any contractors providing goods and services under the contract are being funded with federal monies and have statutory requirements commonly known as “Build America, Buy America;” that requires all of the iron and steel, manufactured products, and construction materials used in the project to be produced in the United States including iron and steel, manufactured products, and construction materials provided by the contractor.
The City will determine who is the lowest responsible bidder upon the basis of the bids submitted. The lowest responsible bidder need not be the bidder submitting the lowest dollar amount. The City may consider the quality of services supplied, responsiveness of the bidder, past performance of the bidder, compatibility of the bidder’s processes with other City services, and the bidder’s ability to handle the volume of work proposed. Further, consideration will be given to such matters as contractor integrity, compliance with public policy, record of past performance, and financial and technical resources as specifically set forth in the Instructions to Bidders.
The City reserves the right to reject the bid of any bidder not possessing satisfactory qualifications.
The City reserves the right to reject any or all bids and re-advertise if the best interest of the City will thereby be promoted. The City also reserves the right to waive technical defects if in its judgment, the interest of the City shall so require. The City further reserves the right to waive any informalities in the bids received and reject any or all bids for any reason whatsoever. Included in its right to reject bids, is the right for the City, in its sole discretion, to reject bids which are deemed by the City to be incomplete, conditional, or obscure, or which contain additions, erasures, alterations, omissions or irregularities of any kind.
