NOTICE OF REQUEST FOR PROPOSALS

FIBER OPTIC NETWORK PUBLIC PRIVATE PARTNERSHIP

The City of San Buenaventura (The City) is seeking one or more qualified contractors, vendors,

network builders, and/or Internet Service Providers (ISPs) to engage in a long-term, public-

private partnership (P3) to provide the private investment, day-to-day network operations,

maintenance, sales, and support systems required to expand and operate a fiber-to-the-

premises (FTTP) network in the City.

The City seeks to expand business and residential broadband access leveraging the City’s 30-

mile backbone fiber and conduit network, particularly to those 49,000 serviceable locations

(representing 90% of the City) that currently have no fiber option. In addition to bringing fiber

competition to the City’s residents and businesses, the City’s goal is to provide high-speed

connectivity to City assets, improve municipal operations, and promote public safety and

emergency response through enhanced communications.

The City envisions a P3 that not only leverages its 30+ miles fiber backbone, but looks to

streamline permitting and Right Of Way (ROW) access, opportunistically deploy new fiber in

development projects and road construction through a coordinated utility program, and develop

economical micro-trenching standards and specifications that reflect the mutual benefits of the

partnership.

I. BACKGROUND

The City of Ventura covers 32 square miles and is home to 110,000 people. Situated along

U.S. Highway 101 on the Pacific Coast approximately 60 miles northwest of downtown Los

Angeles, it serves as the county seat of Ventura County.

The City recognizes that access to high-speed internet is a necessity for its residents,

businesses, healthcare providers, schools, and non-profit sector, as well as critical for providing

City services, public safety, and emergency response. The City has been focused on making

broadband more affordable, reliable, and available to all areas to enhance broadband access,

economic development, quality of life, and government innovation. The City recently developed

and adopted a Broadband Master Plan which included the assessment of public and private

broadband assets, the local broadband market and community needs. The Broadband Master

Plan also included a conceptual network design to capitalize on the City’s assets, improve

connectivity for public services, and meet broadband needs for the unserved and underserved

parts of the city.

Backbone Fiber Network

The City is in the process of upgrading its 30.7-mile Traffic Control Fiber backbone network,

increasing fiber strand counts across the network shown in Figure 1. The backbone primarily

consists of 144-strand fiber; however, certain segments contain lower strand counts where

existing conduit size limited installation capacity.

Priority City Sites

Subsequent to the 2024 Fiber Master Plan, the City re-evaluated the priorities for its publicly-

owned sites that require connectivity, and identified 74 that are “Tier 1” sites requiring robust,

fiber connectivity, as shown in Figure 2 and Table 1. The City is seeking dark fiber routing –

including potential new service drops and laterals – to each of these locations, enabling it to

provide public services at these locations through its own internal managed network.
