Design & Construction Services in the William J. Nealon Federal Building and US Courthouse, Scranton, PA
This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. Per Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses do not affect a potential offeror's ability to respond to any future synopsis/solicitation. The Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding to this notice. This notice is a market survey being conducted solely to determine whether there are adequate Small Business contractors to set aside the procurement for total small business, HUBZone, SDVOSB, WOSB, or 8(a) businesses, for the following procurement. This Sources Sought is not a guarantee that a solicitation will be issued or that it will be set aside.
The General Services Administration (GSA), Public Buildings Service (PBS), Region 3, has identified a need for Construction Services for a Project located at the William J. Nealon Federal Building and US Courthouse in Scranton, PA.
This project is a high priority project for GSA Region 3 and an Inflation Reduction Act (IRA) project. The Inflation Reduction Act of 2022 (IRA), Pub. L. No. 117-169, enacted in August 2022, provided GSA with significant funding for (a) measures necessary to convert facilities to high-performance green buildings, (b) acquisition and installation of construction materials and products with substantially lower levels of embodied carbon, and (c) emerging and sustainable technologies.
This Design/Build project includes the following work:
The contractor will be required to have the ability to successfully coordinate all trade/subcontractor work and complete this project within all applicable government guidelines governing the work.
GSA has engaged a Construction Manager-as-Agent (CMa) to develop the Program of Requirements and Design/Build package for the project. The Design/Build RFP package is scheduled to be completed in March 2025.
The current estimate for the design and construction work is between $20M and $30M. The procurement delivery method for the project is “Design/Build.” The NAICS code for the construction work is 236220 – “Commercial and Institutional Building Construction.”
Please provide responsive information and concise answers to the questions in the attached form. Limit your collective response to seven pages total. Responses must contain sufficient detail for the Government to make an informed decision regarding your capabilities. Contractors are required to utilize the attached form to this notice, and may also attach a Capabilities Statement when returning the completed form if they so choose. Note that GSA is interested in understanding who the potential A/E firm would be, what kind of work they’ve done in the past, and how much work they have done with the GC, in addition to the other items requested.
If solicited, a contract will be awarded to responsible offeror whose proposal offers the best overall value to the Government, using the price/technical factor tradeoff best value determination methodology under a FAR Part 15 procurement.
Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions. All interested Small Business contractors are encouraged to submit responses.
Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response. After review of the information received, a solicitation may be published in https://sam.gov/. A determination by the Government to proceed with the acquisition as a set-aside is within the sole discretion of the Contracting Officer.
