Amendment 3 - Provide additional Q&A.
Q11. What is the total cleanable square footage (SF) covered under this contract?
A11. The facility is a two level, approximately 50,400 square foot building, consisting of office, vehicle/maintenance and storage space. There are 7,061 square feet of carpeted area and 8,682 square feet of tiled area (excludes garage area). The cleaning areas are the bathrooms, and all the office areas, the upstairs has carpet and the downstairs has tile and emptying the trash bin in Maintenance bay, which is next to the downstairs offices.
Q12. Could you please advise particularly if any routine, on-demand, or supplemental custodial services may be needed during Friday evening or Saturday daytime hours?
A12. The job needs to be performed Monday-Friday. There is no access on the weekends. The contractor is required to be at the facility to clean 2PM Monday-Friday. They are not required to be there until 7PM each day if all the tasks are completed. Basically, if they are 3 people at the facility for 3 hours and they get everything done, that is acceptable. If the contractor has 2 people from 2PM-7PM, that’s acceptable too. At least two janitors are required as 1 janitor cannot complete all the tasks.
Amendment 2: A site visit is required for proposal acceptance.
Amendment 1: Provide Q&A and uploaded SOW that includes Figure 1 which was missing from previous version.
Q1. Please confirm the intended period of performance, including base year length and any option years.
A1. The intended period of performance is a base year and four one-year options.
Q2. The RFQ requests a GSA Contract Number in addition to the UEI Number. Please confirm whether an active GSA Schedule contract is a mandatory eligibility requirement for award, or whether this field is optional.
A2. Only include a GSA contract number if you have a GSA contract for these services.
Q3. Please provide the anticipated award date and contract start date, to allow for background investigation and badging lead time as outlined in the SOW.
A3. The period of performance will start at the date of award with the expectation that there will be some time for the contractor to gain access to the facility.
Q4. Please identify the current or most recent incumbent contractor, and the term and value of that contract, if available.
A4. The previous contractor is Transcend Maintenance Services, Inc. and was a one-year contract.
Q5. If this is a re-compete, please confirm whether prior option years were exercised, and if not, the reason.
A5. No options on the previous contract.
Q6. The SOW describes floor stripping/refinishing and carpet shampooing/steam cleaning without assigning a specific frequency band. Please confirm the expected frequency for these tasks.
A6. Floor stripping and refinishing would be done once a year and the carpets cleaned every 6 months.
Q7. Please confirm the number of restrooms/fixtures in Building B for labor estimating purposes.
A7. 5 restrooms; 14 sinks, 6 urinals, 9 toilets in stalls and 3 shower stalls.
Q8. The "Criteria for Deductions" table (Figure 1) in the SOW did not render with content in our copy. Please provide a legible version.
A8. Fixed figure in SOW.
Q9. Please confirm whether any additional documentation (e.g., quality control plan, references, past performance) is desired beyond the pricing and staffing/schedule narrative described in the RFQ, and whether a specific format or page limit applies.
A9. None.
Q10. Please confirm whether any amendments have been issued to RFQ 1992 to date.
A10. None prior to uploading these questions and answers.
This is a Request for Proposal for janitorial services at the Federal Emergency Management Agency (FEMA) buidling in Maynard, Massachusetts. The work described in the Statement of Work provides for management, supervision, labor, transportation, supplies, material, equipment, required to perform the Janitorial Services and miscellaneous utility work effectively, economically, and satisfactorily at the FEMA Maynard Facility.
