I. ADVERTISEMENT

One Circle Programs

RFP NO. 27-004

Otero County requests proposals from qualified groups to establish a contract through competitive

negotiations for the provision of One Circle Program for the Juvenile Justice Board. All proposals

submitted shall be valid for ninety (90) days subject to action by the County. Otero County reserves

the right to reject any, and all proposals in part or in whole. All proposals must be received by 11:00

AM on Monday, August 31, 2026, at the Otero County Purchasing Division, 1101 New York

Ave, Alamogordo, NM 88310. Building hours are Monday – Thursday 7:00 AM – 6:00 PM.

By submitting a proposal for the services requested, each Offeror is certifying that it is a qualified

firm and its proposal complies with the requirements stated within the Request for Proposals.

There will not be a pre-proposal conference. If you have any questions concerning this RFP, please

email Wendy Robinson, Procurement Manager at wrobinson@co.otero.nm.us no later than August

18, 2026.

II. INTRODUCTION

A. PURPOSE OF THIS REQUEST FOR PROPOSAL

The County of Otero is requesting sealed proposals from qualified individuals/companies to

establish a contract through competitive negotiations for the provision of One Circle Program

services for the Juvenile Justice Board funded through the Juvenile Continuum Grant Fund as

follows:

The project involves delivering One Circle Foundation group programming, Girls Circle, Boys

Council, and Unity Circle to youth in Otero County, aiming to reduce behavioral health and

juvenile justice risk factors and strengthen protective factors through structured, trauma-

informed peer support. Program capacity for SFY27 (July 1, 2026 – June 30, 2027) is 75

youth.

B. SCOPE OF WORK

The selected contractor will facilitate weekly Girls Circle, Boys Council, and/or Unity Circle

group sessions (approximately 1.5–2 hours each; 64 sessions budgeted for the program year),

using the One Circle Foundation curricula, evidence-based/promising-practice models recognized

by OJJDP. Sessions include facilitated discussion, skill-building, mentoring, and peer support in a

gender-responsive, trauma-informed format.:

SERVICES PROVIDER RESPONSIBILITIES

● Facilitate weekly sessions using qualified, trained facilitators consistent with One Circle

Foundation curricula.

● Maintain attendance, participation, and session logs for all enrolled youth.

● Submit monthly programmatic reports and itemized invoices to the Continuum Coordinator.

● Track and report participant demographic data to support racial and ethnic equity reporting.

● Maintain participant confidentiality consistent with applicable law and Otero County policy.

● Notify the Continuum Coordinator promptly of any incident, staffing change, or service

disruption.
