I. ADVERTISEMENT
OTERO COUNTY
Outdoor Youth Mentoring Services (Story Riders Model or CYFD-Approved Equivalent)
RFP NO. 27-003
Otero County requests proposals from qualified individuals or organizations to establish a contract
through competitive negotiations for the provision of Outdoor Youth Mentoring Services (Story
Riders model or a CYFD-approved equivalent program model) for the Juvenile Justice Board. All
proposals submitted shall be valid for ninety (90) days subject to action by the County. Otero County
reserves the right to reject any and all proposals in part or in whole. All proposals must be received
by 11:00 AM on Monday, August 31, 2026, at the Otero County Purchasing Division, 1101 New
York Ave, Alamogordo, NM 88310. Building hours are Monday – Thursday 7:00 AM – 6:00 PM.
By submitting a proposal for the services requested, each Offeror is certifying that it is a qualified
firm and its proposal complies with the requirements stated within the Request for Proposals.
There will not be a pre-proposal conference. If you have any questions concerning this RFP, please
email Wendy Robinson, Procurement Manager at wrobinson@co.otero.nm.us no later than August
18, 2026.

II. INTRODUCTION
A. PURPOSE OF THIS REQUEST FOR PROPOSAL
The County of Otero is requesting sealed proposals from qualified individuals/companies to
establish a contract through competitive negotiations for the provision of Outdoor Youth
Mentoring Services (Story Riders model or a CYFD-approved equivalent program model) for
the Juvenile Justice Board funded through the Juvenile Continuum Grant Fund as follows:
The project involves delivering culturally responsive youth mentoring and positive
youth development programming combining cycling, outdoor experiential education,
leadership development, and cultural connection for youth in Mescalero and Otero
County, consistent with the Story Riders program model described in the County’s
CYFD-approved FY27 continuum application. Offerors may propose an equivalent
program model; award of a contract for an alternative model is contingent on CYFD
approval of a program amendment under the County’s Grant Agreement.
Provider will deliver programming structured around Bici (Bike), Bosque (Nature),
and Belonging, including bicycle safety and maintenance instruction, guided outdoor
experiences, cultural storytelling, and group and individual mentoring, delivered
quarterly over 2–4 day program events, including established partnerships with the
Mescalero Apache Tribal community and the Mescalero Apache school system.
Offerors may propose additional community partners.
B. SCOPE OF WORK
The selected contractor shall deliver the following responsibilities:
Facilitate quarterly program events under the approved program model using qualified, trained
mentors/facilitators.
● Provide participating youth with bicycles, helmets, and related safety instruction.
● Maintain attendance and participation logs for all enrolled youth.
● Submit monthly programmatic reports and itemized invoices to the Continuum Coordinator.
