Youth Resource Specialist Programs

RFP NO. 27-005

Otero County requests proposals from qualified groups to establish a contract through competitive

negotiations for the provision of Youth Resource Specialist Program for the Juvenile Justice Board.

All proposals submitted shall be valid for ninety (90) days subject to action by the County. Otero

County reserves the right to reject any, and all proposals in part or in whole. All proposals must be

received by 11:00 AM on Monday, August 31, 2026, at the Otero County Purchasing Division,

1101 New York Ave, Alamogordo, NM 88310. Building hours are Monday – Thursday 7:00 AM –

6:00 PM.

By submitting a proposal for the services requested, each Offeror is certifying that it is a qualified

firm and its proposal complies with the requirements stated within the Request for Proposals.

There will not be a pre-proposal conference. If you have any questions concerning this RFP, please

email Wendy Robinson, Procurement Manager at wrobinson@co.otero.nm.us no later than August

18, 2026.

II. INTRODUCTION

A. PURPOSE OF THIS REQUEST FOR PROPOSAL

The County of Otero is requesting sealed proposals from qualified individuals/companies to

establish a contract through competitive negotiations for the provision of Youth Resource

Specialist Program services for the Juvenile Justice Board funded through the Juvenile

Continuum Grant Fund as follows:

The project involves delivering the YRS Program, a youth and family navigation, mentoring,

and care coordination program designed to reduce barriers to services, strengthen family

stability, and increase protective factors for at-risk youth in Otero County.

B. SCOPE OF WORK

The selected contractor(s) will operate under contracts with Otero County to deliver services

aligned with the evidence-based Reclaiming Futures model, including assessment and intake (JIFF

and JIFF Caregiver assessments), case management and client support, family support, discharge

planning, and follow-up, delivered on a weekly basis over an average engagement of 30 days to 6

months per youth or family. Care Coordinators will coordinate service delivery with, and report

programmatic data to, the OCJJB Continuum Coordinator, who monitors programmatic delivery

on behalf of the County. The County may award multiple contracts to qualified individual care

coordinators under this RFP pursuant to Section 13-1-153 NMSA 1978; service volumes and

allocation among awardees will be negotiated within available grant funding.

CARE COORDINATOR RESPONSIBILITIES

● Serve as a consistent point of contact for referred youth and families, coordinating with the

OCJJB Continuum Coordinator.

● Administer JIFF and JIFF Caregiver assessments for each referred youth/family.

● Provide case management, referral coordination, and advocacy consistent with the Reclaiming

Futures model.

● Develop individualized discharge plans and provide follow-up support after case closure.

● Submit monthly programmatic reports and itemized invoices to the Continuum Coordinator.

● Notify the Continuum Coordinator promptly of any incident, staffing change, or service

disruption
