RFP for Custodial Cleaning Services for City Hall campus

Project Description: The City of Lebanon (COL) is seeking proposals from qualified Contractors to provide Custodial Cleaning Services for our City Hall campus. Request for Proposals (RFP) date is Friday, November 1, 2024 at 8AM and all proposals must be received by COL via the PennBid platform at https://pennbid.bonfirehub.com by Friday, November 15, 2024 no later than (NLT) 10:00 AM EST.
The award will be a two (2) year contract with an optional 1-year extension based on performance. While this RFP covers Lebanon City Hall, additional work is expected to be performed in the Lebanon Police Station, which is co-located with City Hall. This area of work is expected to contain sensitive information and will require vigorous background investigation for personnel identified to work onsite.
Specifications for all rooms being serviced within City Hall will be attached for estimation purposes. These specs should allow for an accurate accounting of materials and time needed for proper bid submission. Cleaning supplies and materials will be ordered and acquired, on an as needed basis, by the City for contract execution. Approximate estimate of these material costs per quarter would be greatly appreciated.
An optional pre-bid meeting will be held on Thursday, November 7th, 2024 at 10:00 AM starting in the main foyer/ atrium on the first floor at City Hall, 735 Cumberland Street, Lebanon PA 17042. All Bidders are welcomed to attend, please confirm attendance via email with cyeagley@lebanonpa.org. Parking for the meeting will be located in the free parking area at the rear of the building.
Written requests for clarifications are requested by 10AM on Tuesday, November 12, 2024. Requests must be submitted through the PennBid platform.
All Bids must be received by 10AM on Friday, November 15, 2024 for the afore-mentioned, project through the PennBid portal.
The Mayor reserves the right to accept or reject any or all bids, waive any irregularities, omissions, errors, mistakes, or defects in any Bid, or to accept or reject any or all bids at her discretion, in the best interest of the City. The Contract, if awarded, shall be awarded to the lowest responsible bidder whose bid is responsive in all material respects to the bid requirements. No bid shall be deemed accepted until the adoption of a formal resolution by City council.
