1. Purpose
The Luzerne-Wyoming Counties Mental Health & Developmental Services Office is issuing this
Request for Information (RFI) to solicit information from qualified providers regarding 2027
Federal Grant-Funded Mental Health & Developmental Services.
2. Background
Luzerne-Wyoming Counties Mental Health and Developmental Services (MHDS) serves as the
public administrative entity responsible for ensuring access to a comprehensive, coordinated, and
culturally competent continuum of care for individuals with mental health conditions and
intellectual and developmental disabilities. Operating under the authority of the Pennsylvania
Mental Health and Intellectual Disability Act of 1966 and fiscal guidelines defined in 55 Pa.
Code Chapter 4300, the MHDS system is committed to the delivery of quality services that
emphasize recovery, resilience, inclusion, and person-centered planning. These services are
delivered through a network of contracted providers who meet rigorous state licensure,
programmatic, and fiscal requirements.
Each year, MHDS procures services through a competitive Request for Information process to
ensure compliance with applicable federal and state regulations, including the Uniform
Administrative Requirements (2 CFR Part 200) for federally funded programs and the PA
Department of Human Services' audit policy for base-funded programs. The scope of services
includes, but is not limited to, crisis response, case management, housing supports, outpatient
treatment, psychiatric rehabilitation, early intervention, employment services, and various
supports for community inclusion. All awarded contracts are expected to align with the National
CLAS Standards, trauma-informed care principles, and robust performance measurement
protocols.
This RFI seeks to gather information from potential providers, stakeholders, and community
partners to inform future service development and procurement planning. Respondents are
encouraged to share innovative, evidence-based, and cost-effective service models that support
individuals across the lifespan, promote independence, and reflect the values of dignity, equity,
and accessibility.

Respondents are requested to provide the following information for each service for which they
are submitting a package:
A. Narratives
• Organization name, mailing and billing address, primary contact, and fiscal contact.
• Overview of services currently provided relevant to this RFI.
• A detailed description of each service.
• An outline on the target population to be services for each service. See the target
populations for each grant as outlined in Attachment #1.
• A needs statement.
• Geographic areas served – respondents must be able to serve populations in Luzerne and
Wyoming Counties.
• The projected number of individuals to be served by each program.
o Please only include federal grant-funded consumers. Do not include
consumers that are waiver or base funded.
• Description of staffing structure and qualifications.
• A brief narrative on the projected outcomes for each service.
o Data demonstrating program outcomes, effectiveness, or reach (if available).
• A brief narrative describing the potential for success.
• Partnerships or collaborations with other agencies.
• Capacity for scaling services if needed.
• Estimated costs or funding requirements. Please include a proposed fee schedule, if
applicable. If you have a contract with CCBH which lists approved rates, please include
this in your response package. Please identify the services and rates.
o Please only include federal grant-funded consumers. Do not include
consumers that are waiver or base funded.
• A narrative outlining a sustainability plan for the service.

B. Provider Requirements
Should a contract be established from this RFI, the following are provider requirements:
1. Adherence and conformation to all National Standards for Culturally and Linguistically
Appropriate Services (CLAS) in service programming. Provider will improve quality and
help eliminate service delivery disparities by establishing services which strive to meet
each of the CLAS standards found in Attachment #3.
2. Adherence and conformation to Luzerne County’s trauma training policy, which states:
All provider employees, both current and new hires, will obtain training to become
Trauma-Informed in service programming. The following are the requirements to become
Trauma-Informed:
a. Six-ten (6-10) hours of training time covering basic awareness through basic
information regarding the nature and principles of trauma.
b. Increase understanding of the brain parts, brain states, functioning, and how
trauma impacts the brain.
c. All employees are expected to pause when dealing with challenging, difficult, or
confusing behaviors.
d. Acknowledge the existence of trauma and appreciation for the impact of trauma.
e. In addition to pausing, employees will consider that the person might have
unresolved trauma-related issues.
f. New employees are required to complete Trauma 101, 102, 103, and 107 through
the Lakeside Global Institute curriculum or through the Luzerne-Wyoming
Counties Mental Health and Developmental Services Office.
g. Existing employees can measure their trauma training history based on the
System of Care Trauma-Informed Criteria. The Luzerne-Wyoming Counties
System of Care Trauma-Informed Criteria requirements can be found in
Attachment #4.
3. Obtain and maintain for duration of contract the County’s required levels of insurance for
mental health and developmental services as outlined in Attachment #5.
4. All Luzerne-Wyoming Counties Mental Health and Developmental Services contracts
funded through or in portion of federal funding must adhere to the following: Marijuana
