Project Description: BERKS-MONTGOMERY MUNICIPAL AUTHORITY
BERKS/MONTGOMERY COUNTIES, PENNSYLVANIA
SPECIFICATIONS FOR THE SWAMP CREEK WWTP
CONTROL BUILDING ROOF REPLACEMENT
ADVERTISEMENT FOR BIDS
Separate sealed bids will be received by Berks-Montgomery Municipal Authority, Berks County, Pennsylvania until 11:00 A.M. prevailing time, on May 14, 2026, for the Control Building Roof Replacement, after which time, Bids will be opened with results displayed publicly on PennBid Bonfire. The consideration of the apparent low Bidder will be at the regularly scheduled Authority meeting to be held at 4:00 P.M. prevailing time on May 19, 2026.
The Project consists of the following Contracts:
Contract A – Control Building Roof Replacement
All documents and solicitation details are available at no cost on PennBid Bonfire – www.pennbid.bonfirehub.com.
The Project generally consists of the removal of the existing fully adhered roof membrane, insulation and appurtenances, then to reinstall a new fully adhered membrane roof with new insulation and other work as specified and indicated on the Project Drawings.
All Bidders must submit Bid Security in the amount of ten percent [10%].
All Contracts exceeding $10,000.00 shall be performed in compliance with Executive Order 11246, entitled, “Equal Employment Opportunity,” as amended by Executive Order 11375 and as supplemented in Department of Labor regulations (41 CFR Part 60). In addition, all Contractors shall comply with the “Nondiscrimination/Sexual Harassment Clause” as required by Pennsylvania Executive Order 2016-05.
The successful Bidder will be required to execute the Agreement, furnish a Performance Bond and a Payment Bond on the respective forms provided in the Contract Documents, and provide evidence of insurance coverage as required by the Contract Documents.
The wages paid on this Project will be subject to the Pennsylvania Prevailing Wage Act approved August 15, 1961, P.L. 987 as amended and supplemented. The Pennsylvania Human Relations Act of 1955, P.L. 744, No. 222, as amended June 25, 1997, by Act 34 of 1997, 43 P.S. §§ 951-963, shall apply to this Contract.
Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this Project, and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap.
The Bidder and all Subcontractors must be qualified for the type of project work specified in order to bid the Project, and prequalification’s must be submitted by the Bidder and all subcontractors.
The qualification documentation listed in Article 3 in the Instructions to Bidders must be submitted with the Bid.
There will be a Pre-Bid meeting held for this Project on April 28, 2026 at 10:00 a.m. at the site address of 136 Municipal Drive, Gilbertsville, PA 19525
Bidders should refer to provisions of federal and state statutes, rules and regulations dealing with prevention of environmental pollution and the preservation of public, natural resources that affect the project.
Any Bid received after the time and date specified shall not be considered. No Bid may be withdrawn for a period of sixty (60) days after the above specified date for receiving, opening, and reading of Bids, except as specifically may be provided by law. Berks-Montgomery Municipal Authority reserves the right to waive any informality in or to reject any or all Bids, and to delete any item or portion of an item without affecting the bids on the remaining items or portion of items. The above invitation to Bidders is made for the benefit of Berks-Montgomery Municipal Authority, and no rights shall be deemed to accrue to any person making a Bid by reason of the submission of any bid hereunder or by waiver or non-enforcement of any provision of requirement of this invitation.
Any Bid may be withdrawn prior to the above scheduled time for the opening of Bids or authorized postponement thereof.
