Organization Overview
The National Association of Community Health Centers (NACHC) is a national organization that supports
federally qualified health centers and federally qualified health center look-alike organizations (also known as
FQHCs or Community Health Centers), expanding healthcare services for the medically underserved and
uninsured. Founded in 1971 to promote efficient, high-quality, comprehensive healthcare that is accessible,
community-directed, and patient-centered for all, NACHC’s mission and strategic framework continue to guide
our values and priorities as an organization representing the national health center movement.
Background
NACHC’s Training and Technical Assistance (TTA) Service Line supports existing and potential health centers in
addressing operational demands while maintaining their mission of ensuring access to care, community
governance, and service to care for all populations. With a diverse cadre of subject matter experts, professional
service providers and delivery methods, NACHC’s TTA services are highly utilized and must remain well-prepared
to respond to emerging health care delivery issues.
RFI Services Desired
Through this RFI, NACHC is seeking qualified vendors with subject matter expertise (SME) in the Health Center
Program, graphic design, and/or technical writing/editing. A vendor may apply for one or more areas. The
selected vendor will work closely with NACHC staff to foster a collaborative environment, ensuring effective
coordination and compliance with the guidelines of funders and the organization. The vendor's active
engagement with internal and external partners will be a key aspect of their role, as they develop materials,
and/or resources and ensure alignment with NACHC's TTA priorities.
Time Period
The time period for services is estimated to be January 2, 2026, through June 30, 2026. Specific projects and
tasks are anticipated during this timeframe which will need the services advertised in this RFI. Successful
applicants will be contacted for availability and a more targeted project proposal during the period of
performance if/when a specific service is needed. Vendors must have a flexible schedule to accommodate a
possible emerging need during the period of performance.
Vendor(s) may be retained for future service, based upon successful performance on these advertised services
and availability of future funds.
Budget
Provide proposed hourly and daily rates for each specific service for which the vendor is applying. This section
should be brief, as a detailed budget narrative is not required. This information will be used to assess cost
reasonableness and alignment with market rates.
Professional Service Areas and Tasks
Selected vendors will have knowledge of the Health Center Program or other federally funded public health
programs, and/or direct experience working with Federally Qualified Health Centers (FQHCs) or FQHC Look-
Alikes. Specific professional services sought through this RFI include:
Health Center Program Technical Assistance
• Provide faculty, technical assistance, and/or resource development that build foundational knowledge of
health center program compliance while strengthening operational excellence.
• Incorporate HRSA tools and best practices in governance, finance, operations, and clinical care.
Graphic Design
• Create digital and print materials such as reports, infographics, event collateral, and web assets—that
align with NACHC brand, accessibility standards, and program goals.
• Ensure consistency across all materials by applying brand guidelines, visual standards, and accessibility
best practices throughout design projects.
Technical Writer & Editor
• Develop clear, concise, and engaging content for reports, toolkits, training materials, and web resources
that align with program goals and brand standards.
• Collaborate with staff to refine messaging, ensure accuracy and consistency, and deliver high-quality,
accessible materials within required timelines.
• Review TTA products (e.g., guides, toolkits, slide decks, and training materials) for grammar, clarity,
accuracy, and visual consistency through line editing, copy editing, and proofreading.
• Confirm accuracy of sources, citations, and links; ensure consistent terminology, formatting, and
alignment across all materials.
The vendor will work closely with a designated NACHC staff member on one or multiple projects that may vary in
complexity, execution processes, and methodologies. Ongoing feedback will be an integral part of the process,
promoting continuous improvement and ensuring alignment with NACHC’s TTA priorities.

Proposals must be submitted using NACHC’s web-based portal. Incomplete proposals will not be considered. If
NACHC selects your proposal, you will be notified on or around December 23, 2025.

Application Submission
Upon submission of a complete application, NACHC's review team will evaluate the applicant's qualifications in
response to this RFI. Determining "qualified" enables a vendor(s) to engage in procurement opportunities.
Proposals must contain the following items, which are evaluated based on the specific criteria outlined in the
Evaluation table below.
