Sealed proposals for GDOT PI#0015396 Boone St., May Creek Dr., Keith Dixon Way @ 3 LOC in Camden
County, Georgia, GDOT District 5, owned by City of Kingsland, Georgia will be received by
(Attn: Lee Spell) at 10
11:00 AM on Wednesday, September 30, 2026, at which time they will be
publicly opened and read.
The project consists of the following generally described work:
Boone Street, May Creek Drive, Keith Dixon Way @ 3
Plans and Specifications are open to inspection digitally or may be obtained from Thomas & Hutton
Engineering Co., 50 Park of Commerce, Savannah, Georgia 31405 upon payment of $235.00 (half size)
or $445.00 (full size) plus a pdf copy. The contractor may request a PDF copy only upon payment of
$25.00. The payment is non-refundable. Contact Karen Smulski at Thomas & Hutton via email at
smulski.k@tandh.com to request copies.
Bids shall be accompanied by a bid bond or certified cashier's check in an amount not less than 5% of
the base bid. No bid may be withdrawn for a period of 120 calendar days after opening of bids.
reserves the right to reject any and all bids. All bonds shall be by a surety company licensed in
Georgia with an "A" minimum rating of performance and a financial strength of at least five times the
contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability.
No proposal will be considered unless it is accompanied by satisfactory evidence that the Bidder holds
qualifications with the Georgia Department of Transportation for similar work. Failure to provide the
bidders qualification number on the outside of the sealed proposal will result in rejection of the bid. If the
Contact is to be awarded it will be awarded to the lowest reliable bidder whose proposal hall have met
all the prescribed requirements. The City of Kingsland retains the right to reject any and all bids.
A Performance Bond in the amount equal to 100% of penal sum of the contract and a Payment Bonds
in the amount equal to 110% of the penal sum of the contract, shall be required of the successful bidder
if contract is awarded. The penal sum of the Contract shall be defined as 120 percent of the Original
Contract Amount at the time of the Contract Execution. Each Bond shall be accompanied by a "Power
of Attorney" authorizing the attorney in fact to bind the surety and certified to include the date of the
bond.
The Georgia Department of Transportation Standard Specifications, 2021 Edition, and applicable
Supplemental Specifications and Special Provisions apply to this project.
There is NO DBE goal or requirements for the project.
Bidders are required to be prequalified or registered subcontractors with GDOT. Bidders submitting bids
$2,000,000.00 or less shall be prequalified or registered subcontractors with the GDOT. Bidders submitting
bids over $2,000,000.00 shall be prequalified with the GDOT.
The Successful Bidder shall begin the Work related to this project on receipt of the Notice to Proceed
and shall be completed within the Contract Time of 480 calendar days of the Notice To Proceed.

Owner shall make progress payments on account of the Contract Price on the basis of Contractors
Applications for Payment submitted once per month as provided in the General Conditions.
The City of Kingsland in accordance with Title VI of the Civil Rights Act of 1964 and 78 Stat. 252, 42 USC
2000d 42 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of
the Secretary, part 21, Nondiscrimination in federally assisted programs of the Department of
Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that
in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded
full opportunity to submit bids in response to this invitation and will not be discriminated against on the
grounds of race, color, sex, or national origin in consideration for an award.
Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all
nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if
Owner believes it would not be in the best interest of the Project to make an award to Bidder, whether
because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to
meet any other pertinent standard or criteria established by the Owner.
Bids will remain subject to acceptance for 120 days after the bid opening.
No pre-bid meeting will be hel . All questions shall be submitted in writing to the Engineer
by Wednesday, September 16, 2026, at 12 PM. An addendum addressing all questions and
comments received by the question deadline will be issued via electronic mail by the end of
business on Wednesday, September 23th, 2026.
