The APEX Accelerators program was formerly known as the Procurement Technical Assistance Program (opens in new window) (PTAP).
The requirement is for the acquisition of support for 17 family groups for F414 engines required for support of flight operations for F/A-18E/F and EA-18G. These family groups cover items to support five of the six core modules that the F414 engine is comprised of: fan, high-pressure compressor (HPC), combustor, high-pressure turbine (HPT), and low-pressure turbine (LPT). The effort entails the repair and replacement of internal (to the engine case) Aviation Depot Level Repairables (AVDLRs).
NAVSUP Weapon System Support plans to award a five year Performance Based Logistics (PBL) contract in support of 17 Head of Family (HOF) National Item Identification Numbers (NIINs), covering 44 items, for General Electric F414 engine components. This PBL contract is anticipated to be awarded to General Electric (GE) (Cage Code: 99207) located in Lynn, MA in August of 2026. Under the proposed contract, the awardee will stock, warehouse, repair, modify and/or replace, store and provide for shipment Ready-for-Issue (RFI) condition assets within negotiated supply response times. The PBL contract will require an integrated product life cycle approach whereby the awardee assumes responsibility for many management and support functions related to the PBL such as engineering and logistics support. The awardee will be required to meet established response times through component repair replacement, reliability oversight and inventory, configuration and obsolescence management.
The awardee will be required to partner with organic depots such as FRC-SE (Jacksonville, FL) in accordance with Title 10 United States Code requirements and to renew and/or execute new Commercial Services Agreements (CSA) and/or Public-Private Partnership (PPP) Cooperative Agreements.
The applicable PSC is 2840. The applicable NAICS code is 336412. All items covered by this PBL are subject to Buy American Act (BAA). There is no small business set aside assigned to this requirement. Absent Government approval of additional sources prior to award, the Government intends to negotiate a contract for this effort with General Electric (GE) (Cage Code: 99207) located in Lynn, MA. The government does not possess (or cannot provide) the data necessary to perform the required repairs or manufacture of the items.
