The County is seeking one experienced, qualified, and culturally competent entity offeror (hereinafter referred to as “Contractor”) to provide homeless outreach services to unsheltered households in order to engage and assist with obtaining permanent housing. The program's goal is to connect unsheltered households with essential services, including housing assistance, shelter, healthcare and mental health support. The County will award one contract as a result of this solicitation to serve unsheltered households that may have a variety of conditions that include but are not limited to, complex behavioral health challenges, serious mental health needs, serious physical health, lack of employment skills, unemployment and low or no income, and/or criminal background history. Offerors are requested to submit proposals describing their qualifications and ability to serve the targeted population.

The total estimated Fiscal Year 2026 compensation for the contract resulting from this RFP shall not exceed $460,313 . This amount is an estimate only and the County makes no guarantee of a specific compensation amount. All compensation payable under any contract resulting from this solicitation is subject to and contingent upon the County’s appropriation and encumbrance of funding for the program described in this solicitation.

In the event the County receives additional funding for services requested under this Solicitation, the County reserves the right to request additional services under the resulting contract. Such additional services are not guaranteed and will only be requested if funds for additional services are appropriated and encumbered by the County. These additional services may be added during initial negotiations or added via an amendment to the Contract.
