There shall not be a percentage charge for laboratory services provided by the contractor due to KRS 45A.125 (Cost Plus Contract Prohibited) and Federal Acquisition Regulations. Laboratory services shall be provided by the contract vendors at cost to the facility (upon receipt of invoices from the laboratory services.)
The Contractor shall provide laboratory testing services necessary to monitor, evaluate, and document the performance and compliance of Bluegrass Station Water Operations. Responsibilities will include: Monthly MOR testing Monthly DMR testing Annual water quality report provided by KAW AS NEEDED: Bacteriological water testing Responsibilities may include: Collecting water, wastewater, sludge, and other required samples. Performing required chemical, biological, physical, and regulatory testing. Testing for parameters required by applicable permits, regulatory agencies, and Water Operations requirements. Providing properly certified laboratory analysis and test results. Maintaining chain-of-custody documentation where required. Coordinating sample delivery with an appropriately certified laboratory. Providing laboratory reports to Bluegrass Station Water Operations. Promptly notifying Bluegrass Station of test results that indicate a potential regulatory violation, operational problem, or condition requiring immediate attention. Providing supporting laboratory invoices with reimbursement requests. Sub-contracting is authorized Laboratory services shall be performed by laboratories holding all certifications required for the applicable testing. Transportation using properly permitted and maintained vehicles. Disposal or beneficial reuse at an approved facility. Providing manifests, weight tickets, disposal receipts, or other documentation required by Bluegrass Station. Maintaining compliance with applicable environmental and transportation regulations. Providing emergency residual removal when authorized. Preventing spills, releases, and contamination during loading, transportation, and disposal. The Contractor shall provide skilled labor necessary to diagnose, repair, restore, and maintain Water Operations equipment and infrastructure. Responsibilities may include: Troubleshooting operational problems. Repairing water and wastewater treatment equipment. Repairing pumps, valves, piping, tanks, controls, and related equipment. Correcting mechanical and operational deficiencies. Repairing or replacing equipment components when authorized. Performing preventive or corrective maintenance as directed. Responding to equipment failures. Assisting Water Operations personnel with troubleshooting and system restoration. Providing labor is necessary to return equipment to safe and reliable operation. Documenting work performed and identifying recommended follow-up repairs. Sub-contracting is authorized Labor shall be billed at the applicable contract hourly rate. |

The Contractor shall provide qualified electrical personnel to inspect, troubleshoot, maintain, repair, modify, and install electrical systems supporting Water Operations. Responsibilities may include: Troubleshooting electrical equipment and circuits. Repairing electrical distribution equipment. Electrical repairs associated with pumps, motors, blowers, controls, and treatment equipment. Repairing or replacing wiring, conduit, disconnects, breakers, panels, and related components. Installing electrical equipment and components. Testing electrical systems. Supporting generator and emergency power systems. Performing electrical work associated with treatment plant improvements. Maintaining electrical systems in accordance with applicable codes and safety requirements. Providing emergency electrical response when authorized. Troubleshooting Programmable Logic Controllers (PLCs). Troubleshooting Human-Machine Interfaces (HMIs). Supporting Supervisory Control and Data Acquisition (SCADA) systems. Troubleshooting communication between field devices and control systems. Repairing or replacing instrumentation and control components. Modifying control logic when specifically authorized. Supporting automated water and wastewater treatment processes. Documenting calibration, testing, repairs, and system modifications. Assisting Water Operations personnel with system optimization and troubleshooting. Sub-contracting is authorized Any modification to PLC programming, SCADA systems, or control logic shall require authorization from Bluegrass Station prior to implementation. |

The Contractor shall provide emergency labor to respond to urgent or critical Water Operations failures that could result in loss of service, environmental impact, equipment damage, regulatory non-compliance, or unsafe conditions. Emergency services may include: Water treatment system failures. Wastewater treatment system failures. Pump failures. Electrical failures. Control system failures. Major leaks or system failures. Loss of electrical power. Generator or emergency power failures. Critical instrumentation failures. Flooding or other facility emergencies. Storm-related damage. Environmental or regulatory emergencies. Other conditions designated as an emergency by Bluegrass Station. The Contractor shall: Provide an emergency contact available 24 hours per day, 365 days per year. Respond within the timeframe established by the applicable Delivery Order or emergency call. Provide qualified personnel and appropriate equipment. Take immediate action to stabilize the system and protect personnel, equipment, and the environment. Coordinate emergency activities with Bluegrass Station Water Operations personnel. Provide a written summary of emergency work performed upon request. Emergency labor shall be billed at the established emergency hourly rate. |

PLC and SCADA components. Water meter components. Treatment equipment components. Filters and treatment consumables. Gaskets, seals, fasteners, and related hardware. Other materials are specifically authorized by Bluegrass Station. Materials shall be: New and suitable for the intended application unless otherwise approved. Compatible with existing Water Operations equipment. Purchased from reputable suppliers. Billed at the Contractor's actual documented acquisition cost.
