individual to provide Mental Health Service Professionals (MHSP) Federal Grant Program Evaluation services.
Therefore, Education Service Center, Region 20 (ESC-20) is requesting information on MHSP Federal Grant
Program Evaluation-- #RFQ-2623002, as per the attached specifications, terms and conditions. Responses will be
accepted by ESC, Region 20 until 2:00 p.m. local time, March 5, 2026.

Responses must be submitted on the forms provided or response may be rejected. Only responses received by the
date and time specified will be considered. PRICE, QUALITY, AND SUITABILITY: It is not the policy of
Education Service Center, Region 20 to purchase services on the basis of low price alone; quality and suitability to
purpose are also taken into consideration. When providing cost data, please quote lowest possible net price after all
trade discounts have been deducted. Term discount, if any, must be indicated on Deviation Statement & Signature
Page and will be considered.
Vendors who do not respond are requested to submit a "no response on proposal request" to Education Service
Center, Region 20, Purchasing Department, in writing if they wish to receive future requests. Failure to do so may
result in their being deleted from our vendor list. Proposals marked "subject to price change" or "price in effect on
date of delivery" will not be considered.
The ESC-20 Board of Directors may approve awarding of this proposal at an upcoming meeting.

1.0 SCOPE OF SERVICES
Background
In response to the Mental Health Service Professional Development Demonstration Grant Program application
invitation, the Education Service Center, Region 20 proposed Project HARVEST to expand capacity of high-need
local education agencies (LEAs) across Texas via retraining existing educational professionals and developing the
pipeline of licensed school psychologists (LSPs) into high-need public schools, in partnership with a Institute of
Higher Education, Abilene Christian University’s Certificate of Advanced Graduate Studies (CAGS) in School
Psychology Program. HARVEST will expand the pool of LSPs equipped to provide both early intervention and
intensive mental health services within high-need LEAs. HARVEST will enroll individuals in the LSP retraining
program, specifically recruiting from partner rural LEAs; increase the number of trainees placed in practicum or
internship in high need LEAs to provide school-based mental health (SBMH) services; and expand the number of
LSPs hired by high-need LEAs to provide SBMH services. Over the next 4 years, HARVEST will produce 70
highly trained SBMH professionals prepared to serve children in Texas high-need LEAs across future decades.
HARVEST grant was awarded to ESC-20 with the primary activity of tuition scholarship for eligible students
admitted into the CAGS in School Psychology employed in a high-need LEA. The grant activities also specify
external program evaluation of the grant implementation.
Scope of Services
ESC-20 seeks Request for Quote (RFQ) for potential vendors to provide program evaluation and technical assistance
via a team of experienced psychologists with relevant experience in both grants management, as well as early
intervention and mental health. Utilizing high quality evaluation tools, including statistical analysis software, secure
data capture tools, full-text access to flagship journals in the field and professional practice databases, the evaluation
team will complete the following duties: ensure project milestones, objectives and goals are met with fidelity and
within designated timeframes, conduct all summative and formative data analysis as described, provide feedback
regarding implementation fidelity based on collected data, serve as consultants for training and technical assistance,
and assist with sustainability and wider reach of grant lessons learned by communicating outcomes to stakeholders,
as well as academic and professional communities.
As outlined in the grant project narrative, the following are the specific expectations and deliverables to Education

2.0 SPECIAL CONDITIONS
a) ESC-20 will consider alternates, but reserves the right to be the sole judge to determine which response
offers the best value in meeting the needs of ESC-20.
b) Services will be purchased as needs arise and funding allows.
c) ESC-20 shall be sole interpreter of the terms, conditions, specifications and performance requirements
contained herein.
d) The transfer or assignment of contracts is prohibited.
e) All charges are to be included in respondent prices.
f) COMPLIANCE WITH LAW: The respondent will be responsible for compliance with all applicable local,
state, and federal laws.
g) Significant changes or necessary items not covered in proposal may be added to this contract at the
discretion of ESC-20.
h) Specifications as written meet ESC-20's minimum standards as to the usage, materials, and contents for our
needs and requirements. Specifications received from vendors that are different from the original
requirements must meet or exceed original specifications to be considered as equivalent. ESC-20 will be
the sole judge of specification equivalency.
i) ESC-20 will make no guarantee to purchase services.
